MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

1.3.18, 7:00 P.M.

Attendees: Roger Hicks, Mike Seely, Sr., Rita Perron, Bennet Flinner, Deb Tefft, John Rondeau, Rita Anderson, Bev Harris

1. Hicks called meeting to order at 7:01PM. Happy New Year!

2. Old Business 

     a. Hollis Town Hall will be closed tomorrow, Thursday, January 4, 2018 due to the impending storm.

     b. Opening of bids for Property Tax Sale of Map 15 Lot 54B - 68 Ledgewood Drive is rescheduled for January 24, 2018, 5pm due to Town Hall closures for storms and holidays.  Bids are due the day of opening at 4pm. 

      c. 18-19 Budget Review on appropriations for: Parks and Recreation Dept and Hollis Sports Complex. 

No discussion for both. On the motion of Perron/Hicks, Select Board approved to recommend the proposed budget of the Parks and Rec Dept as presented for $267,803. Passed 3-0-0.

On the motion of Seely/Hicks, Select Board approved to recommend the proposed budget of the Hollis Sports Complex as presented $27,570. Passed 3-0-0.

         Next Select Board meeting 1/10/18 5PM, Budget Reviews: Legal, Salmon Falls Library, Hollis Public Library, General Assistance, Animal Control, Street Lights. Every Wednesday of the month there will be a televised or recorded meeting for budgets until they are completed.

    d. Waterboro Transfer Station Agreement with Town of Hollis: Hicks reports that there is no change in the renewing contract with Waterboro and is effective until 12/31/2020.  On the motion of Hicks/Perron, the Select Board accepted the contract with the Waterboro Transfer Station and signed it accordingly. Passed 3-0-0.

    e. Update on Frye Island/MSAD 6 - Hicks reports that the he attended the MSAD 6 Board of Directors meeting last night and they will not allow Frye Island to withdraw from the district. The school will file disclosionary judgement to make a ruling on whether or not they can withdraw. It should be filed by the end of this week.

    f.  Request For Bids - Town Hall Structural reinforcement project. Bid packets are available with drawings and engineering report. Bids will be accepted until January 24, 2018 4pm. Contact Bennet Flinner at Town Hall for more information.

    g. Bids for Community Building Update - Phase 2. Perron reports that the Owner's Rep David Douglass will be contacting the 2 contractors that bid on the project to see if change orders can be made to help lower the price. DiMatteo's bid came in at $473,505 and Doten's at $568,510. The opening of the bids from last Friday will be tacked onto next week's video.

3.  New Business

      a.  General Assistance Heat Fund & CLYNK/General Assistance request for emergency fuel assistance : Seely reports that the Town is receiving a lot of calls for Fuel Assistance.  Do not request assistance at night. Hollis FD has 4-5 gallon cans offering kerosene and diesel fuel for emergencies only. Please contact Mike Seely Sr. at the Town Hall for Fuel Assistance.

Seely has set up a CLYNK account for residents to donate their cans and bottles towards the Fuel Fund. Please come into the Town Hall to pick up bags and thank you for your donations!

      b. Statistics for Hollis FD, CEO, ACO, EMS Plan:  Seely reports that the CEO's fees to date is $36,285, with anticipated for it to triple in the next year.  Hollis Fire and Rescue had 50 incidents last month total. A lot of mutual aid calls reported. Emergency Subscription has 125 enrollees so far for 2018, thank you to Rita Anderson for spreading the word about this program!

      c. Warrant and Payroll Totals - Read by Hicks

-A reminder to Hollis residents that there is WINTER SAND available behind the Town Hall. Limit per household is 2 five-gallon buckets per visit. Sand is not for commercial use.

-LIHEAP provides money to eligible homeowners and renters to help cover direct or indirect energy expenses. In most cases, the funds are distributed directly to the fuel and utility vendors. To schedule your LIHEAP appointment, call 324-5762 or 1-800-965-5762 and choose option 1 or contact Mike Seely at 929-8552 x11.

-Dog license fees are now due for the 2018 calendar year. Fees are $6.00 per neutered or spayed dog, $11.00 per dog capable of producing young. For any questions please contact the Town Clerk Martha Huff at 929-8552 x18.
