MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

WEDNESDAY, 2.21.2018, 7:00 P.M.

Attendees: Roger Hicks, Mike Seely, Sr., Rita Perron, Don Marean, Bennet Flinner, Chris Young, Kevin La Freniere, Paul Mattor, Rita Anderson, Bev Harris, Steven Marson, John Rondeau

1. Meeting called to order at 7:00PM by Hicks.

2. Kevin LaFreniere Chair of the Finance Selection Committee asked interested applicants to apply to help review the Town's budget for 19/20. Info can be found on the website or call Town Hall. Members of the selection committee include Kevin, Becky Bowley, and Paul Mattor.

3. Chris Young, Hollis Fire Chief gave a presentation to the Select Board about adding overnight coverage for Hollis Fire and Rescue and asked for consideration of adding an article to the June warrant to fund it. He is proposing adding 2 staff members for overnight coverage and placing a 2 bedroom mobile home on the premises for sleeping and living quarters during the shift. Cost of mobile home is approximately $40,000 and $119,838 added to the current budget for wages and other expenses. These costs can be covered by TIF. 

4. Presentation given by Steven Marson, President of Central Maine Pyrotechnics - Fireworks for Hollis Community Day/Pirate Fest 2018. Marson indicated that he can do the fireworks display for near to cost for the Town ($3,000) and have been doing displays for over 16 years with 300 alone last year. Safety is first priority and will perform a low altitude display. Select Board is tabling the item until they get opinion from their Town Attorney and plan to make a decision at their next meeting. 

5. Old Business  

    a. 18-19 Budget Reviews:

Solid Waste Disposal: On the motion of Hicks/Seely, the Select Board approved to recommend the budget presented for Solid Waste Disposal. Passed 3-0.

Operations & Management: On the motion of Seely/Hicks the Select Board approved to recommend the budget presented for Operations and Management of $147,371. Passed 2-1. Hicks and Seely for, Perron against.

    b. Cote-Dow Accountant Services: Seely reports that the Select Board is looking into having accounting services to complete their month end reconciliations. Reports are not always completed and the Town just spent $5400 for software that is not needed if an outside source can complete the job for less. This also takes away time from the Assessor who helps with the reconciliations for up to 6 hours a month. Once Cote-Dow's busy tax season is over, it will be discussed further.

    c. Select Board approval of Year End adjustments for the 16-17 Audit Financial Report: On the motion of Seely/Perron the Select Board approved the auditor's adjustements on the financial report for 16-17. Passed 3-0.

6.  New Business

    a.  Joshua Lane - Town Road Acceptance: On the motion of Seely/Perron, the Select Board approved to make Joshua Lane a Town maintained road. Passed 3-0.

    b.  Warrant and Articles for the Annual Town Meeting June 12, 2018 are being considered and prepared currently for final signature date of March 7, 2018.

    c.  Deputy Fire Chief: Seely reports that the Deputy FC is on 2 week administrative leave, he resigned effective February 28, 2018.

    d.  Posted Roads - Heavy Loads: Signs are up for load limits. They are posted to avoid damage to roads as they thaw. Can go on website to find posted roads and permit application to be submitted to the Road Commissioner.

    e   Weekly Warrant and Payroll Totals: Last week warrant: $358,905, Warrant this week: $57,579; Payroll last week: $19,572  Payroll this week: $11,395.

    f.  Update on Marijuana Bill given by State Representative Don Marean. Joint committee has an updated bill to present to legislature, with one item outstanding. He will keep the town updated as he has more information.

    g.   Seely reports that the 16-17 FYI year had $402,306 in unspent funds. The Select Board agreed to carryforward $179,805 which leaves a $322,501 balance. SB has to make a decision on what to do with the balance and report it to the auditors. Seely made a motion to put the $322,501 back into the general fund. Perron disagreed and feels it should be reviewed because she thinks there are some carryovers that were missed. Seely said the vote already took place and that they shouldn't delay the auditor's report any more than it has been.  On the motion of Seely/Hicks the Select Board approved to put $322,501 into the general fund. Passed 2-1. Hicks and Seely for, Perron against.

    h.  Correspondence - Read by Perron

-Nomination papers will be available in the Town Clerk's office on Friday, March 2, 2018 for One Selectman and Overseer of the Poor for a three year term; One Treasurer for a three year term and One Road Commissioner for a two-year term. Nomination papers must be returned in person by 4:00PM on Friday, April 13, 2018 to the Hollis Clerk's Office.

-MSAD 6 School Board Directors At Large information and press release is available on the Town's website www.hollismaine.org.

-The Republicans and Democrats will soon be holding their caucuses and submit names for election clerk appointments. 
-Saturday,  February  24, 2018  Republican Caucus at Biddeford Middle School 10am-2pm
-Sunday,  March 4, 2018  Democratic Caucus at Hollis Community Building 12:30-3:00pm.
www.hollismaine.org website has additional caucus information.  Anyone interested in serving as Election Clerks should contact their local major parties (Republicans & Democrats).

-Town Clerk Martha Huff needs some election staff who can lift 50 - 60 pounds;  for ballots, ballot tabulator machine and ballot boxes and can utilize clerks as early as 5 am and sometimes late into the night  10- 11 pm and occasionally into the early morning hours sometimes as late as 2 a.m. or 3 am. 
Although the election clerk shifts may cover a just a few hours it does require standing or sitting for extended periods of time.

“Election Clerks” are paid an hourly wage. An Election Clerk training will be held in late May.

“Election Clerks” are appointed under title 21-A 503 State Election Law.

“Ballot Clerks” are appointed under title 30-A Town Meeting Law.

-Property Tax Exemption applications must be received in the Assessing Office by April 1st 2018. These exemptions include Homestead exemption, Veteran's Exemption, Widow, Widower, Minor Child or Widowed Parent of a Veteran exemption, and Blind Exemption. Please visit the Town's website for applications.

9. Public Comments and Questions- No decision made during this item.

10. Hicks made a motion to go into Executive Session pursuant to Title 1 M.R.S. §405(6)(A) to discuss a personnel matter at 8:54PM. Select Board members Hicks, Seely and Perron went to the Select Board office in Town Hall and doors were closed at 8:56pm. Executive session ended at 9:11pm.

11. Hicks reopened the Select Board meeting at the Community Building at 9:14PM. On the motion of Seely/Perron, the Select Board approved packets number one, two and three as discussed during the Executive Session. Passed 3-0.
 
12. On motion of Perron/Seely the meeting adjourned at 9:15PM. Passed 3-0.
