MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, February 5, 2020, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Martha Huff, Bennet Flinner, Beverly Harris, Mary Hoffman.

1. Meeting called to order at 7:00pm by McCubrey.

2. Old Business

    a. Approval of meeting minutes from November 20, 2019 and December 18, 2019.  On the motion of Rogala/Perron the Select Board unanimously approved meeting minutes from November 20, 2019 and December 18, 2019. Passed 3-0.

    b. Election update with Town Clerk – Martha Huff reports that 2020 Dog licenses fees now include a late fee mandated by the state adding $25.00. Our animal control officer can also cite $100 fine.  Huff also reports that residents can register for the March 3, 2020 election in person at Town Hall or at the polls. Nomination papers for the June election are also available. The June 9, 2020 election will include Annual Town Meeting Warrant, the MSAD 6 budget and at large directors of the board.

3. New Business

    a. Recycler License Zoning Renewal - HRS Auto Sales: On the motion of Rogala and Perron, the Select Board unanimously approved the renewal for HRS Auto Sales recycler license. Passed 3-0.

    b. Appointments: None

    c. Warrant and Payroll Totals: Read by Perron - Warrant last week $37,210, Warrant this week $137,858; Payroll last week $23,747, Payroll this week $11,995.

    d. Purchase Orders: Read by McCubrey - #3902 to Southern Maine Communications for dispatch communication radios, batteries and pagers for Hollis FD/EMS not to exceed $4,480; #3904 to Teleflex for 12 needle kit replacements for Hollis FD/EMS not to exceed $1,485.50; #3912 to Pork Chop Tree Company for removal of tree on Deerwander Road under roads not to exceed $1,000.

    e. Correspondence:

AARP Foundation offers free, individualized tax preparation for low-to moderate income tax payers 50 years or older at 14 local sites within Hollis.  Federal tax assistance is available at all locations. State tax assistance is available for in-state residents.  Appointments are preferred. Assistance is available until April 15, 2020. For more information regarding locations, please contact the Select Board or visit their website at www.aarp.org and search for the term "Tax Aide"

The IRS also offers Tax Counseling for the Elderly who qualify. For more information contact the York County Community Action programs at Biddeford and Sanford at 207-324-5762.

MSAD #6 is currently holding Kindergarten & Pre-K Registration for all Elementary Schools for the 2020-21 school year. Kindergarten Registration closes on March 31, 2020. Pre-K Registration closes on April 17, 2020.  Please pre-register your child using the MSAD 6 Online Registration process found at www.bonnyeagle.org. Buxton - Hollis Democratic Municipal Caucus will be held on Sunday, March 8, 2020 at 1:00PM at the Buxton Town Hall, 185 Portland Road. Doors open at Noon. Snow date is March 15, 2020 at 1:00pm.

4.  Other Business:

    a. Select Board has received a notice from Central Maine Power announcing tree work and herbicide use on rights-of-way. Rogala will contact CMP to obtain MSDS on herbicide and how this will be posted in our neighborhoods.

   b. Rogala reports that the Town can send information to residents on how to best place their mailbox according to state standards to avoid damage. He will be in contact with the post office as well.

Thursday, February 20th Conservation Commission meeting at 6:30pm at Salmon Falls Library

Monday, February 24th Televised Finance Committee Meeting at 6:30pm.

Tuesday, March 3, 2020 Presidential Primary and Special State Referendum Election to be held at the Hollis Community Building, 35 Town Farm Road. Polls are open from 7:00am to 8:00pm.

6.  Public Comment – resident reports that the street light is out at Route 35 and Upper Tarbox Road.  The Select Board requested that the resident obtain the pole number so they can report it to CMP.

7.  Executive Session - None

8.  On the motion of Rogala/Perron, the Select Board adjourned their meeting at 7:22pm. Passed 3-0.
