MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, February 6, 2019, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, John Rogala, Rita Perron, Martha Huff, Bennet Flinner, Beverly Harris, Barbara Hase, Bill Burns, Becky Bowley, John Rondeau, Sherry Estabrook

1. Meeting called to order at 7:00pm by McCubrey

2. Old Business

    a. Elections – Martha Huff, Town Clerk.  Update given by Town Clerk: Warrant must be submitted for June election by March 6, 2019.  Absentee ballots for June election will be available May 11th. Nomination papers deadline is April 3rd and must be turned in in person to the Town Clerk. Public Hearing for warrant will be May 15th, election day is June 11th. Select Board has requested to the state to change the voting place to the Community Building.  They have 14 business days to finish plan to change. Other options available: Hollis Elementary School gym. Perron expressed concern about needing a handicapped ramp at the rear entrance.  Huff requested that a plan be submitted to her in wriitng  indicating who will move equipment and she will need access to the space at least the day before the election.

    b. Addison Way – Road Bond release: On the motion of Rogala and Perron, the board agreed to release the remainder of the bond/letter of credit of $12,000 for Addison Way. Passed 3-0. Select Board will approve the road as a Town road once it is completed in the Spring.

    c. Ecomaine – Recycling Costs:  McCubrey reports that Eco Maine will change charge fees for recycling to $35/ton effective July 1, 2019.

    d. Visioning Sessions - next one scheduled on Thursday, 2/7/19 7:00pm at the Community Building.  Select Board encourages all residents to attend and give their input and ideas.

3. New Business

    a. Appointments – Finance Committee. On the motion of Rogala and Perron the Select Board approved the appointment of Trevor Kraus to the Finance Commitee and signed the paperwork. Passed 3-0 ;

Resignations - Bruce Wishart. McCubrey thanked Bruce for his service to the Planning Board and wish him well in the future.

    b. Weekly Warrant and Payroll: Warrant last week - $27,653, Warrant this week- $82,660; Payroll this week - $27,026, Payroll last week- $11,084.

    c. Purchase Orders: None

    d. Correspondence

On February 4th, MSAD 6 will begin registrations for Kindergarten and Pre-K at Hollis Elementary, Edna Libby, and HB Emery. Registration is open through March 29th. You can pre-register on their website at www.bonnyeagle.org. For more information, please call the Registrar's office at 929-2326.

Just a reminder to sign up for the Emergency Medical Subscription plan for the 2019 calendar year. To apply or re-enroll, please call 929-8552 ext.26, or visit our website at www.hollismaine.org and click on “Emergency Medical Subscription Program” on the left side of the Home page.

Candidate nomination papers are available on or after Thursday, February 7, 2019, for the following MSAD 6 at-large school board seats, to be voted on at the annual District-wide election:

DEADLINE FOR DELIVERING NOMINATION PAPERS TO REGISTRARS OF VOTERS

 All candidate nomination papers must be delivered to the Registrar of Voters in each of the MSAD 6 member municipalities where signatures have been collected by 2:00 PM on Thursday, March 14, 2019 for certification.

DEADLINE FOR DELIVERING CERTIFIED NOMINATION PAPERS TO MSAD 6

 All certified candidate nomination papers must be delivered to the MSAD 6 Central Office (94 Main Street in Buxton) by 4:00 PM on Friday, March 22, 2019.

 The candidates are responsible for collecting certified nomination papers from the Registrar of Voters and delivering them to MSAD 6 Central Office by the deadline.  

ELECTION DAY

 Election day is Tuesday, June 11, 2019.  All voters may vote in their town for all vacant at-large MSAD 6 Director seats, regardless of the residency requirement for each vacant seat.

4.  Other Business:

     a. Community Day Committee – Hollis Pirate Fest: Sponsorship Request.  The committee will present an article to the Finance committee requesting $5,000 at their next scheduled meeting 2.25.19.

     b. On the motion of Rogala and Perron, the board approved to post No Thru Trucks signs on Saco Road. Passed 3-0.

     c. Hollis Fire and Rescue Statistics: January 2019 reports a 5% increase in calls compared to last year. Over half of the calls were medical.

     d. 5-Member Select Board Ordinance Committee:  Chairperson of the committee, Becky Bowley, provided a history of different committees researching the change in our government going back to 2012. This included, a Town Administrator form of government.  This form of government has been placed on the warrant 4 times since 2012 and failed.  The committee has submitted an ordinance to the board for consideration and also provided a spreadsheet outlining cost. Bowley believes that this change in government has failed in the past due to the public's concern of cost. Bowley stated that although Hollis has been lucky to have competent select board members, she feels it is time to have a professional run the Town. She is concerned about the TIF funds and what will happen to the Town's taxes in the future.  It would take a year to change the form of government and Bowley offered her help to move anything forward and to do what they will with the document provided to them by the committee.  Per the chairman's request, the Select Board will contact the committee when the ordinance is discussed at a future meeting.
