MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING
AND FORMATIVE PUBLIC HEARING
Wednesday, March 20, 2019, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Bennet Flinner, Martha Huff, William Burns, Vera Littlefield, Mary Hoffman, Rita Anderson, Beverly Harris, Linda Bradbury, Edward Farlinger, Kathy Harriman, Barbara Miller

1. Meeting was called to order by McCubrey at 7:00pm

2. On the motion of Rogala/Perron, the Select Board approved the meeting minutes of March 6, 2019. Passed 3-0

3. Opening of Mowing and Landscaping Bids:
Bids received and read by Perron: 1. Robbie Harris R&H Lawncare of Hollis. Rates: $75 per hour for Clarks Mills ballfield, $210 per mowing of Hollis Sports Complex; $35 per mowing of Salmon Falls Library; $260 per mowing of Municipal Complex; Trimming included in all mowing prices; Fall clean up $75 per hour.   2. Taylor & Sons property maintenance of Buxton. Rates: $175 per mowing of Municipal Complex; $175 per mowing of ballfields; $50 per hour raking as needed; $35 per mowing and trimming of Salmon Falls Library.  3. Birch Point property management of Lebanon. Rates: $250 per mowing of Municipal Complex; $450 fall clean up of Municipal Complex; $50 per ballfield raking or sodding; $150 per mowing of Hollis Sports Complex; $250 fall clean up of HSC; $50 per raking or flower bed weeding at HSC; $60 per mowing of back ballfield (Clarks Mills?) $175 fall clean up; $30 per mowing of Salmon Falls Library; $50 fall clean up of SFL; Mulching of SFL $500. 
Select Board will further review bids to be sure they are within specifications and insurance requirements prior to making a decision.

4. Opening of Tax Sales Bids for Map 24, Lot 21-T:  None received

5. On the motion of Perron/Rogala the Select Board agreed to appoint Tammy Munson as building inspector, code enforcement officer, E911 assignment officer, electrical inspector and plumbing inspector for the Town of Hollis. Passed 3-0.

6. On the motion of Perron/Rogala the Select Board suspended the meeting to open the public hearing. Passed 3-0.

7. McCubrey opened the Public Hearing for the Warrant of the 6/11/2019 Annual Town Meeting at 7:11pm

McCubrey provided bottom line number and it would be $10,000 less in appropriations from prior year.   

Martha Huff, Town Clerk reminded the audience that this hearing is a formulative public hearing and is a courtesy to the public. The warrant presented is a draft and can be changed if the Select Board decides to. The warrant is scheduled to be signed on April 3, 2019. 

Select Board members read articles 3-16 of the draft warrant aloud and then addressed questions and comments from the public after each question. Public hearing can be watched in its entirety at https://www.src-tv.org/

8. On the motion of Rogala/Perron, the Select Board closed the Public Hearing for the Warrant of the 6/11/2019 Annual Town Meeting at 9:21pm. Passed 3-0.

9. On the motion of Perron/Rogala, the Select Board reopened the Select Board meeting at 9:22pm. Passed 3-0. 

10. Old Business –

   a. Admin. Asst. position at Parks and Rec: McCubrey announced that a job vacancy has been announced in the Smart Shopper and on the Town’s website for an administrative assistant for the Parks and Rec Dept.  No funeral arrangement have been announced yet for the prior admin, Beth Gardner, but it will be handled by Chad Poitras in Buxton in the future.

   b. Visioning Session Results: John Sheahan announced that the New Municipal Complex Committee’s visioning session results will be presented at their meeting tomorrow night.  He also announced that the MDOT has released a repair schedule that states that the Salmon Falls bridge was being replaced in 20-21. He put in a request with the Road Commissioner to look into adding a pedestrian bridge to the project.

11. New Business
  a. Weekly Warrant and Payroll Totals: Last week’s warrant: $380,252,This week’s warrant: $75,360, Last week’s payroll: $26,647, This week’s payroll: $10,905.

12. Other Business

   a. 6/11/2019 Warrant updates:  

On the motion of Rogala/Perron, the Select Board voted unanimously in favor of adding allocation of $250.00 to Visiting Nurses (VNA) in warrant article #11. Passed 3-0.

On the motion of Rogala/Perron, the Select Board voted unanimously in favor to accept article #3 as written on the draft to be added to the final warrant. Passed 3-0.

Perron made a motion to reduce the Hollis Sports Complex budget by $500.00 in article #4. Rogala seconded the motion. After discussion, Perron withdrew her motion. Motion failed.

On the motion of Rogala/Perron, the Select Board voted in favor to accept article #4 as written on the draft to be added to the final warrant. Passed 2-1. (McCubrey and Rogala for, Perron against.)

On the motion of Perron/Rogala, the Select Board voted in favor to accept articles #5, #6, #7, #8, #9 as written on the draft to be added to the final warrant. Passed 3-0. 

On the motion of Perron/Rogala, the Select Board voted in favor to accept article #10 as written on the draft warrant and article #11 as written on the draft warrant with additional allocation of $250.00 to Visiting Nurses (VNA) both to be added to the final warrant. Passed 3-0.

On the motion of Perron/Rogala, the Select Board voted in favor to accept articles #12, #13, and #14 as written on the draft warrant, all to be added to the final warrant. Passed 3-0.

On the motion of Perron/Rogala, the Select Board voted in favor to reduce the allocation for funding the Hollis Community Day from $5,000 to $1,000 in article #15 to be added to the final warrant. During discussion John Rondeau spoke on the behalf of the Hollis Community Day and said they'd be thankful if the Select Board placed the article allocating $1,000 to the event. Passed 2-0-1. (McCubrey abstained.)

Perron made a motion to delete article #16 from the ballot. No second, motion failed.

On the motion of Perron/Rogala, the Select Board voted in favor to reduce the allocation to fund three pavilions at the Hollis Sports Complex from $18,000 to $5,000 in article #16, to be added to the final warrant. Passed 2-0-1. (McCubrey abstained.)
