MEETING MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, March 4, 2020, 7:00PM at the Hollis Community Building

Attendees:  David McCubrey, Rita Perron, John Rogala, Martha Huff, Bennet Flinner, Ken Knudsen, Beverly Harris, Rita Anderson, Terry Walters, Mary Hoffman.

1. Meeting called to order by McCubrey at 7:00pm.

2. Election Update – Town Clerk & Registrar of Voters - Martha Huff. 

Huff reports that there was a good turn-out for the election yesterday with many positive comments on the Community Building facility. Huff thanked all of the election and staff members that assisted in this election. 1,315 total ballots were cast in this election.  216 absentee ballots were requested and 205 returned.

Final Results 3.3.20 election– Question 1 for the People’s Veto 376 Yes, 939 No, 0 blank; Democratic Presidential Primary – 537 Ballots cast total, 177 Joseph Biden, 62 Michael Bloomberg, 1 Cory Booker, Peter Buttigieg 9, 7 Tulsi Gabbard, 7 Amy Klobuchar, 0 Patrick Deval, 191 Bernie Sanders, 1 Thomas Steyer, 69 Elizabeth Warren, 0 Marianne Williamson, 3 Andrew Yang, 10 blank ballots; Republican Presidential Primary – 510 ballots cast total, 436 Donald Trump, 74 blank.

Next election will be held on June 9, 2020 at the Community Building. Nomination papers are available for one Select Board member and one Road Commissioner. Due by April 10, 2020 at 4 pm and must be delivered in person. Huff asked the Select Board to look into having a disability ramp installed on the side of the Community Building for the November 2020 election to use as the exit.  The board agreed they would look into it.

3. Old Business

    a. 20-21 BUDGET RECOMMENDATIONS: On the motion of Perron/Rogala, the Select Board approved the 20-21 budget recommendations previously presented and approved to and by the Finance Committee for the following departments – Administration, Broadcasting, Treasurer, Town Clerk, Elections, Tax Collector, Assessor, Legal Fees, Fire Department, Operations and Maintenance, Snow, Highway, Paving, Salmon Falls Library, Health & Sanitation, Welfare, Parks and Rec, Sports Complex, Insurance, FICA, Animal Control, Street Lights, Planning Board,  Finance Committee, Appeals Board, Veteran’s Flags, Clothing Closet, Conservation Commission, and Saco River Community Television, Code Enforcement, Non-Municipal. (Total amount for budgets is $3,492,776) Passed 3-0

    b. Abandonment of Salmon Falls Bridge Abutment: On the motion of Perron/Rogala the Select Board agreed to accept the abandonment of the Salmon Falls Bridge Abutment and file notice with the York County Registry of Deeds. Passed 3-0.

4. New Business

    a. Rec. Department Fees – Tabled

    c. Warrant and Payroll Totals: Warrant last week $61,828, Warrant this week $77,213; Payroll last week $34,009, Payroll this week $12,507.

    d. Purchase Orders: #3919 to VISA for Personal Protective Equipment for virus protection for EMS responders under Hollis/FD not to exceed $2,000; #3918 to Nicholas Wright/Sharper Events for Deposit of Community Day 2020 rentals – tent, photobooth, slide obstacle course, cotton candy machine not to exceed $1,670; #3914 to Hillside Lumber for cement board and advantec plywood to sheet one burn room under Hollis FD, not to exceed $1,450; #3849 to Lucas Tree for 2020 field maintenance of Hollis Sports Complex under account 1219 not to exceed $2,899.74; #3847 to Lucas Tree for 2020 field maintenance of Clarks Mills ballfield under account 1200-1206 not to exceed $1,244.34.

    e. Correspondence:

•Novel 2019 Coronavirus – Information will be posted on the Town’s website.

•United Way of York County - Thank you for funds donated for heat assistance.

•MSAD6 Strategic Planning Community Forums – to be held on March 19th 6:00pm at Hollis Elementary School

•Browntail Moth increase – Information will be posted on the Town’s website.

7.  Public Comment: Topics covered – Election, Poland Spring annual meeting with Town of Hollis, MSAD 6 Budget Meeting.  Rogala indicated that the annual meeting with Poland Spring will be scheduled.  The board encouraged residents to attend the MSAD 6 Budget Committee meetings prior to the vote in June.  Meetings are held often in April and May.

9.  On the motion of Rogala/Perron the Select Board adjourned the meeting at 7:45PM. Passed 3-0.
