Meeting minutes for televised Hollis Select Board Meeting
Held on Wednesday, March 6, 2019, 7:00PM at the Hollis Community Building
Attendees: David McCubrey, Rita Perron, Jack Rogala, Martha Huff, Bennet Flinner, John Paul Rondeau, Sherry Estabrook, Ashley Muncey, Jenn Ward, Josh Ward, John Sheahan, Barbara Hase, Beverly Harris, Mary Hoffman, William Burns.
1. Meeting was called to order by McCubrey at 7:00pm
2. McCubrey requested a moment of silence in memory of Town employee Beth Gardner who passed away this past weekend and Capt. Barnes who lost his life last week while on duty as a firefighter. McCubrey extended his condolences and support to the friends and family of Beth Gardner who worked for the Town as an Administrative Assistant for the Code office and most recently for the Parks and Recreation Department. She will be missed by all.
3. On the motion of Rogala/Perron, suspension of the Select Board Meeting was approved and passed 3-0.
4. McCubrey opened the scheduled Public Hearing for 3/20/19 Tax Acquired Property Sale of mobile home, Map 24, Lot 21-T at 7:02pm.
5. McCubrey gave a description of the property available for Tax Acquired sale, which is a mobile home only, located at 72 Nichols Lane in Hollis. Property tax information and bid directions were made available at the meeting and McCubrey announced that it is also available at Town Hall and on the Town’s website.
6. McCubrey opened the floor to public comment or questions. There were none.
7. On the motion of Rogala/Perron the Public Hearing for the 3/20/19 Tax Acquired Property Sale of mobile home, Map 24, Lot 21-T was closed at 7:05pm. Passed 3-0.
8. McCubrey reconvened the Select Board Meeting
9. On the motion of Rogala/Perron, the Select Board approved the meeting minutes of Feb. 20, 2019. Passed 3-0.
10. Old Business
a. Election Update – Provided by Martha Huff, Town Clerk. Huff reminded the public that there is one open position for the Select Board and one position for Town Clerk for the 6/11/2019 Annual Town Meeting. Nomination papers are due by April 12, 2018. Public Hearing for the Warrant for the 6/11/2019 Annual Town meeting will be held on March 20, 2019 at 7:00pm at the Community Building. Final warrant to be signed at the April 3, 2019 Select Board meeting.
11. New Business
a. Salmon Falls Library – Mary Weyer has resigned from her position as librarian as of March 6. The Select Board wishes her the best and thanks her for all her years of dedication at the Salmon Falls Library. The new librarian is Lynn Ericson of Hollis. She will begin her duties immediately.
b. Ordinance from 5 Member Select Board Committee – On the motion of Rogala/Perron, the Select Board voted unanimously to not add to the 6/11/2019 warrant, the ordinance entitled “Ordinance to establish a 5 Member Select Board – Town Administrator Form of Government” as presented by the 5 Member Select Board Ordinance Committee. Passed 3-0. On the motion of Rogala/Perron, the Select Board voted unanimously to dissolve the 5 Member Select Board Ordinance Committee. Passed 3-0
c. Warrant Articles for 6/11/2019 Annual Town Meeting – McCubrey reports that the Finance Committee has reviewed and has recommended all budgets presented to them to date.
On the motion of Perron/Rogala the Select Board moved to recommend the budgets that are to be placed under draft articles #3-11 on the 6/11/2019 Annual Town Meeting warrant. Passed 3-0.
On the motion of Perron/Rogala, the Select Board moved to place the budgets under draft articles #3-#15 on the 6/11/2019 Annual Town Meeting warrant. Passed 3-0
On the motion of Perron/Rogala, the Select Board moved to place draft articles #16 and #17 on the 6/11/2019 Annual Town Meeting warrant. Passed 3-0.
d. Hollis Little League – Hollis Little League representatives Jenn Ward, Secretary and Josh Ward, President, spoke at length with the Select Board the history of the organization and interaction with the Parks and Rec Dept. Jenn and Josh indicated that there are only 35 members registered for the current season. Because of this, they will only require use of the Hollis Sports Complex for a 10-12 week season. The mound at the complex also needs repair, which the Hollis LL would be willing to complete, if financially feasible and reasonable. The Select Board negotiated a tentative rental agreement with the Hollis LL for $2,000 for a 12 week season at the Hollis Sports Complex, with the expectation that they will cover the cost for the mound repair, within reason. The Hollis LL agreed and the Select Board will be in touch regarding this updated contract.
e. Mowing and Landscaping - Request for Bids of the next season are due by 3/19/2019. They will be opened at the next Select Board meeting on 3/20/19. Additional information regarding the bidding process is available at the Town Hall or on the Town’s website www.hollismaine.org.
f. Appointments - None
g. Weekly Warrant and Payroll Totals: Warrant Last Week: $24,902; Warrant This Week: $91,979; Payroll Last Week: 22,887; Payroll This Week: $12,714.
h. Purchase Orders - #3798 for Road Salt not to exceed $14,370.00.
i. Correspondence – Read by Perron. Gave information about Parks and Rec programs: T-Ball and Nerf Night. More information is available on the Town’s website.

16. On the motion of Rogala/Perron the Select Board voted to adjourn the meeting at 8:09pm. Passed 3-0.
