Town of Hollis Select Board Meeting Minutes

April 20, 2016, 5:00PM

Present: Select Board Members: David McCubrey, River Payne, Roger Hicks; Town Clerk: Martha Huff; Road Commissioner: Robert Hanson, Jr.; Administrative Assistant: Bennet Flinner.

  1. Warrant – Tax collector’s fiscal year has been update on her page per SB and TC.

  2. ACO training – SB agree for ACO to stay at in Augusta during state training from May 2-6.

  3. P.S. Legal – Tabled for 2 weeks.

  4. 2014 Foreclosures – Will review list at next SB meeting, if not then on 5/4/17.

  5. MMA Clothing closet update – Per River’s conversation with Marcus, Risk Management Mgr. at MMA, the CC is not covered by MMA. They need to either make a committee for the organization, or become non-profit and begin fund raising independently. Dave had recently spoken to Ron Sargent, who thinks the clothing closet would be a great addition to the church along with the food pantry.The SB may not be able to take on the burden of the clothing closet moving forward, so a meeting will be planned for the stakeholders of the clothing closet TBD.

  6. Road Commissioner Update with Robert Hanson Jr.:Crosswalk update - Per his discussion with the MDOT, the town is responsible for painting and maintaining a crosswalk from the Hollis School to the Town Hall. The town may be eligible for a crosswalk light and will be looked into.Poland Spring update - Rob had met with Roger Hicks, a member of MDOT and members of Poland Spring regarding the truck routes.He feels the meeting was a positive one and the steps planned are made in the right direction. Signage will be updated at route points.Public Road update -

  7. Town Clerk Update with Martha Huff – Republican election clerks listing has been received, still waiting for Democrat. Appointments are given by May 1. Election Clerk forms are available at her desk and Bennet’s. The SB can make appointments at any time.

  8. Hollis Equestrian Park – Bennet will write up new lease based on information present in the file.

  9. Roads and Hollis Truck update – Per Roger, the Maine DOT is going to put up 6 ft. signs at route points so that truck drivers will stay on state roads. Poland Spring is going to require that anyone who drives to the plant uses an application to track their route.Roger is unsure if the application includes posted roads.

  10. Bank Interest decision –SB has decided to accept savings account interest offer from Sanford Institution for Savings. Will notify Treasurer and draft letter for SIS once information has been received.

  11. Indian Cellar Update – The SB approved adding some granite steps to the property.

  12. Survey from LRP – River provided copies of old surveys for the SB to review. Discussed having a survey completed during November elections. Think of questions to have on the survey and provide feedback at a future meeting.

  13. Cyber Policy – River reported that per MMA Risk Manager Marcus Bailou, MMA covers cyber issues but the town has to have a policy. SB will read all of the examples of policies provided by Marcus and will bring drafts to review at a future SB Meeting.

  14. Community Building – Fire Marshal. No response has been received from the Fire Marshal’s office in regard to the SB letter sent on 3.24.16. Once SB has received a response, next steps will be established.

 

Town of Hollis Select Board Meeting Minutes

Present:

Administrative Assistant: Bennet Flinner; Residents: Nancy Conway, Vera Littlefield, Beverly Harris.

OLD BUSINESS

1. Review of 5PM Select Board Meeting: Currently working on Foreclosures; also on the 10 year contract renewal for Hollis Equestrian Park; changed banks to SIS to increase interest for savings accounts; approved granite steps for the Indian Cellar, worked on the Cyber/Computer policy for the town.

2. Election Info from Town Clerk, Martha Huff:  Nomination papers are available at town hall. Available seats are: 1 Select Board, 1 Tax Collector, 1 Road Commissioner, 2 Budget Committee Members, 1 seat for MSAD6 Board of Directors. Turn in Papers by 4PM on April 29th in person only to the Town Clerk.

Election Clerk information for Democrats and Republicans are to be submitted by May 1 to the Town Clerk.  We have received the Republican list, just waiting for the Democrats.  Election clerk forms are avail from Town Clerk or Bennet Flinner’s office. The SB can make appointments at any time.

Absentee Ballots are available anytime in town clerk’s office. Cannot e-mail or fax request, must pick up or call Martha directly.  They will be mailed out mid-May.

MSAD6 Budget Vote at Bonny Eagle Middle School on May 26, 2016 at 7PM. Must be present to vote, lasts a few hours.

Public hearing for the Warrant is on May 18, 2016. You can review the warrant online or get a copy at the town hall. You can submit questions on-line prior to or at the public hearing.

Martha will be out of the office on 4/12 all day and 4/13 morning only for training.

3.  Community Building – SB has not received a response from the Fire Marshal to date. We are expecting another rebuttal per Fire Chief. Will keep you posted.

4. Poland Spring Truck Information: Met yesterday with residents, town officials was a good turnout. This meeting is available to view on PEG-TV through the Hollismaine.org website. Voice and video is not in sync. There will be a Truck Committee Meeting on April 28 2016. Per Roger, the Subcommittee he is on for the Poland Spring Trucks issue met with Poland Spring reps, Road Commissioner and Maine DOT and drove to all areas of concern, i.e. Routes 202/35, Rt 117, Rt 112.  Signs are going to be placed at those areas 17” x 6 ft to make sure trucks make correct turns for the route.  

New Business

1. County Budget Committee – Roger has been nominated and accepted a seat on the County Budget Committee. 3 Seats represent our district with 15 seats total.  Other members from our district #3 include Arthur Tardiff from Saco and Cliff Emery from Buxton. Next meeting for this committee is 4/27/16.

OTHER BUSINESS - NONE

PUBLIC COMMENTS AND QUESTIONS

Hollis Resident Nancy Conway, Question to Roger: Will the Poland Spring trucks follow the correct route?  Will Roger and River commit to back up the truck committee regarding routes?  Roger says the trucks come from all different directions in the state. SB has discussed it and may seek representation if needed. The SB will continue to moderate meetings if needed, between the public and Poland Springs. Nancy is concerned that these truck meetings will no longer occur after Dave's term ends on SB in June.  River asked that in the future out of courtesy and diplomacy that any public forum be discussed and agreed upon beforehand at a public/board meeting.  4/28/16 meeting agenda is unknown, and it’s also unknown at this time if it can be videotaped. Dave said that he continue to attend the PS truck meetings after he retires from his SB membership.

Hollis Resident Vera Littlefield, Question to SB: Is Roger willing to moderate meetings?  Dave indicates that Roger has a conflict of interest due to his employment, so the responsibility historically has been put onto River and Dave. Roger states that facts are facts, if we can do this, we will. If not, we can search for a legal opinion. Roger stated that he was unaware of Vera and her friends passing out literature to the townsfolk, going door to door regarding their complaints about the trucks this past weekend. He asked that if they want him to be honest and upfront to them, he asks for the same treatment in return. If you're planning to do things, let the SB know. Vera replied "did we wake you up a little bit, though? Are you taking us more seriously?"  Roger replied that he took them seriously all along. When he is making decisions for the town, he has to also take into consideration 4,000 other residents and have to look at the town as a whole. He acknowledged that it is okay if Vera is upset with him, he has "broad shoulders."    Vera explained that she didn't get final notice of the public meeting with Poland Springs until Thursday or Friday, the week of the meeting.  They originally wanted to put notice in the newspapers. She thought it was coincidental that the subcommittee decided to act on the complaints of the residents after the meeting.  Roger indicated that it was only the second time the subcommittee had met. River indicated that just 5-6 weeks ago a subcommittee was formed, so a fairly short period of time has passed since it was created, and the residents motivated action.  Dave said the new plant manager had influence on the quick action as well. It is unknown what will be discussed at the 4/28/16 meeting, Dave has emailed Diane Morabito for clarification.

Question from Vera to SB: Regarding the bridge closing--is that just foot traffic?  Yes. The bridge itself will close entirely on June 20th. Until then, only <10 ton vehicles allowed to cross.

Question from Vera to SB: Flags- graves only? Yes.  What about the flags that hanging around town? Dave indicated that those flags are not maintained by the town, they are donated and put up by volunteers/residents. There is no town budget to buy flags. We voted as a town for veteran's graves flags.  The source for the graves flags are through Butch Gannett- we think he buys them from a small company in Waterboro.

Question from Vera to River: Is River still running for State Representative?  Yes. But she hasn't publicized it as of yet.

Hollis Resident Beverly Harris, Question from SB: Why are we having Poland Spring Truck meeting there and not here? Dave indicated that we don't have a good forum here. The next meeting we will discuss future meetings and where they will take place. Beverly indicated that at the last meeting, the residents voiced that they would like the meetings televised. River indicated that is what the next meeting will cover, which is good because she had no idea the importance of video/audio taping of the meetings. We also need to discuss the financial aspect of televising the meetings- this last one will likely run $100.00. 

Question from Beverly to SB: Can that be paid with the TIF?  River: Yes, but that should be discussed at the next meeting.

Beverly indicated that Poland Spring gave the town a choice at the last meeting to have this future meeting where the town wanted, she feels the town should take advantage of that choice and have it here and televise it. River feels that it is "putting the cart before the horse," since a joint meeting to discuss this issue first is the diplomatic thing to do.  Beverly said that Poland Spring gave the town permission to have these meetings videotaped as long as it wasn't at the plant.  River feels we need to discuss the financial piece and need to decide if we use the TIF money for this expense. Roger is concerned about where the town can hold their meetings since we cannot use the downstairs.  Vera suggested the Fire Department - they have comfortable chairs. River explained that there is no recording capability there. Vera suggested using their own hand held devices, if needed. Dave indicated that the SB meetings are now running live. River will contact Diane tomorrow for clarification on the 4/28/16 meeting and request that we meet at a place where it can be recorded-- Community Building or Fire Station 1?  The attendees can audio it themselves with hand held devices.  John Paul indicated he is available on that date. Once the SB has clarification from SB and the location, it will be communicated.
