SELECT BOARD FOR THE TOWN OF HOLLIS

Minutes for June 15, 2016

5pm – Untelevised discussion, public welcome.

Attendees: Select Board members: River Payne, Roger Hicks, Mike Seely, Sr.; CEO: Bob Cyr; Administrative Assistant: Bennet Flinner; Keith Gray, resident.

  1. Board Chair – Roger motioned and nominated River Payne to be new chairperson for Select Board. Mike Seely seconded the motion and passed unanimously.

  2. Board Responsibilities – SB agreed that Roger will continue to handle road related issues, River will continue to handle General Assistance and personnel issues; Mike will handle the foreclosures that Dave was working on prior to his departure.

  3. Rec Tent – Parks and Rec has requested to purchase 30 x 50 tent structure for the Summer Rec program and future events. Hollis Elementary School is not an option for the program. SB will discuss alternatives with director.

  4. Public Invite Annoucement for residents to attend and give feedback about the Community Building on 7/6/16 at 7:00pm during regular Select Board meeting.

  5. Paving – Roger reports that with the carry forward budget, they will target roads requiring immediate attention. SB is still waiting for bids on re-building Haley Road.

  6. Bob Cyr, CEO - Consent Agreements for 2 residences with were reviewed and signed by the SB. In light of recent issues with a residence's water testing results, the water testing requirements in the town's ordinance is being researched by CEO and he will make recommendations to Planning Board at later date. Update regarding the Gaudette residence, he has recommended to the home owner a survey of the property by an expert in that field.

  7. Tax Map contract, Poland Springs -Thank you: Both documents signed by SB and sent/filed as needed by B.Flinner.

  8. Keith Gray – After lengthy discussion with the Select Board, both parties agreed to decrease the penalty 50% and the Consent Agreement was amended. Penalty was paid by the resident and documents signed by himself and the Select Board.

  1. Introduce new Select Board member – Welcome Mike Seely, Sr.!

  2. Town Meeting Results – Reviewed by Martha Huff, Town Clerk. Reminder: Town Annual Reports are available at the Town Hall. Will also be available on the town's website soon. Thank you all residents who voted! Big thank you to the volunteers, staff and FD that helped set up and take down for the election.

  3. IT difficulties – We have had issues with our website and e-mail server in the last few weeks. If you have sent the town an e-mail and have not received a prompt response, please call or e-mail again with your inquiries. We apologize for any inconvenience this may have caused our residents.

  4. Saco River Mussels- Donna Hanson. River received an email from Donna Hanson regarding mussels in the Saco River Corridor. These mussels are endangered, are edible but not recommended to eat due being bottom-feeders.

POs: #3289 to HSE Gould for FD/EMS for 2 new Jeffrey Valves and 2 smooth bare nozzels, Not to exceed $2,500.

#3290 to BEU for FD/EMS for copier/printer, not to exceed $1,995.

#3291 to Great Falls Construction for FD/EMS for repairs and replacement of door at FD Station 2. Not to exceed $2,300.

#3288 to United Training Center for FD/EMS for paramedic class. Not to exceed $4,060.

#3292 to Taylor and Sons Property Maintenance for Parks & Rec for Spring clean up of flower beds around tennis court. Not to exceed $4,000.

#3293 to Card Center for Parks & Rec for Bus Trip Tickets. Not to exceed $700.

#3294 to Site One Landscape Supply for Parks and Rec for 2 pallets of turf, not to exceed $1,167.

 

CORRESPONDENCE

  1. The Bar Mills bridge is scheduled to be closed eff. Monday, July 11, 2016. Includes Depot St.

  2. Volunteers are needed Planning Board and Hollis Pirate Fest! Please contact town hall for more information. Hollis Pirate Fest is to be held on August 13, 2016 at the Sports Complex  Also need donation of tents for the day for sun shade.

  3. Waterboro Transfer Station – REMINDER - Hollis permits are $25. Cash and Checks only. No credit or debit cards are accepted. Bulky items accepted. No household trash or recyclables accepted.

  4. A BIG THANK YOU to all of the sponsors who supported the Hollis Rec After Care Walking Program this year. The students walked a total of 5,247 miles!  In return, our sponsors donated the same amount of non-perishable food items to our local food pantries. WOW!

PUBLIC COMMENTS AND QUESTIONS

Dale Stout, Cape Rd. Voiced concerns about public safety since Poland Spring has sign holders at truck route intersections that he believes are distracting drivers. He is also concerned that residents and employees from Poland Spring are following trucks and approaching residents like himself that drive truck and have no business bothering them. He feels that the accommodations PS has provided is extreme and feels that residents that have property on state roads should deal with truck traffic or move. SB has a meeting with Poland Spring in the next few weeks and will address these concerns with them at that time. SB obtained the resident's contact information and will follow up after meeting with Poland Spring.
