MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING AND PUBLIC HEARING

Attendees: David McCubrey, Rita Perron, John Rogala, Martha Huff, Tammy Munson, Madison Moody, Martha Turner, Bennet Flinner, Becky Bowley, David Heath, Reid Gray, Mary Hoffman, Kathy Clarage, Tyler Sawyer, Steve Smith, Dan Yarumian

1.   On the motion of Perron and Rogala at 7:04PM meeting was called to order, suspended, and Public Hearing opened for the Warrant and Proposed Ordinance Changes for the July 14, 2020 Annual Town Meeting. Passed 3-0.

2.  McCubrey and Perron read the Annual Town Meeting warrant starting at article 2.  Public asked questions as articles were read. 3.  On the motion of Perron and Rogala, the Board closed the Public Hearing and reconvened the Select Board meeting at 7:40pm. Passed 3-0.

4.  Old Business

           a. New Town Hall hours for Wednesdays: On the motion of Rogala and Perron, the board changed the Town office hours for Wednesdays to 11:00am to 7:00pm effective June 24, 2020. Passed 3-0.

           b. Department Spending: Select Board announced that due to anticipated decreases in revenue because of COVID-19, all Town Department heads will be notified that departmental spending should be kept to a minimum and for critical needs only.

            c. Reopening Town Hall:  Select Board discussed different options in which to reopen Town Hall – canopy over the service window is a temporary solution until offices can open. Do employees feel comfortable letting customers in and if so, how many will be allowed? Is everyone required to wear a mask? Who will put up the shields? There are many factors to consider before reopening the building to the public.  More discussion with employees will be required and a decision can be made at the next meeting as to when we can reopen.

              d. Shoreland Ordinance – The Planning Board has requested approval from the Board to submit the Town’s current Shoreland Ordinance to SMPDC for an update. Per the Board’s discussion with CEO Tammy Munson, the only State regulation that changed in 2019 that would require an update gives the Towns authority over timber harvesting. Because the Town is being fiscally responsible at this time during COVID-19, it isn’t an urgent matter and the Board will consider it in the future.

              b. Summer Rec – After much consideration and planning, the Summer Rec program will run a reduced program lasting 7 weeks with 2 groups of 30 children, 2 counselors provided for every 10 children. There are 9 spots available for the older group. All staff and campers will use PPE, social distancing and surfaces/restrooms will be sanitized throughout the course of the day.

5.  New Business

              a. On the motion of Perron and Rogala, the Board approved the Meeting Minutes from 4/8/20, 5/6/20, 5/20/20. Passed 3-0.

              b. Select Board announced and welcomed our new Animal Control Officer, Nadine Molloy

              c. Appointments – On the motion of Rogala and Perron, the Board reappointed Bart Sughrue and Katharine Harriman to the Zoning Board of Appeals. Passed 3-0.

              d. Special Town Meeting for November 3, 2020: On the motion of Perron and Rogala, the Board unanimously agreed to have no warrant for the November 3, 2020 election. Passed 3-0

              e. Correspondence: Notice received from Maine DOT indicates that they will begin their annual spraying of herbicide on small trees this summer. Questions or additional information can be obtained by calling Robert Moonsman at 207-592-0774.

7. Upcoming Board and Committee Meetings

  • Tuesday, June 23rd at 6:00PM Televised Hollis Zoning Board of Appeals Zoom Meeting and Public Hearing. The Public Hearing is regarding a request by Ryan and Madeline Kimball for relaxation of side setback requirements for property located at 358 Saco Road, Hollis ME, Map 23, Lot 13, according to Hollis Zoning Ordinance, Article 3, Section 3.7.3.2. b. Variance from dimensional standards.
  • Wednesday, June 24th at 6:00PM Televised Planning Board Zoom Meeting and Public Hearing. The Public Hearing is regarding an application for a shoreland zoning permit on a property located at 60 Waters Edge, Hollis ME, Map 10, Lot 18-6.
  • Wednesday, July 1st at 7:00PM Televised Select Board Zoom Meeting
  • Tuesday, July 14th from 7:00AM-8:00PM Annual Town Meeting and State Primary & Special Referendum Election at the Hollis Community Building, 35 Town Farm Road, Hollis, ME.

9. Public Comments: Mary Hoffman thanked the Town for all the work put in and keeping residents safe during the pandemic.

10. On the motion of Rogala and Perron, the Board adjourned the meeting at 8:35PM.
