SELECT BOARD FOR THE TOWN OF HOLLIS
Minutes for June 29, 2016
Attendees: Select Board members: River Payne, Roger Hicks, Mike Seely, Sr.; MSAD 6 Board Chair Lester Harmon; Assessor: Deb Stitson; Town Clerk: Martha Huff; Admin Assist: Bennet Flinner
5pm – untelevised discussion, public welcome
1. Frye Island School Tax Committee w/SAD 6 School Board Agenda: Lester Harmon attended and gave SB an update of what their attorneys have advised the board to do in moving forward with a resolution with Frye Island. Info to be released to the public at a future meeting. Roger will be attending the next school board meeting on July 11 at 6:00PM at Central Office.
2. Re-Evaluation/Deb Stitson: Deb presented final breakdown of the assessment reevaluation to start next month. GIS mapping will begin shortly and is slated to be completed in 2018. Re-eval is to be completed in 2019. SB reviewed documents and signed contracts.
3. Poland Spring Truck Committee: SB had a workshop with Poland Spring on 6/28/16. SB future involvement with PSTC is to be announced at next televised SB meeting, July 6, 2016. Mike will let Broadcasting know about future televised PSTC meetings.
4. Points of Contact (POC) List was created by SB that indicates which board member is the point of contact for several functions. Final draft will be sent out to department heads.
5. Equestrian Lease: River will contact Bea MacDonald regarding her current issues and Mike will be POC for future concerns.
6. Wage/Salary List: River will discuss numbers with Parks and Rec and FD/EMS heads and get numbers to Diane by Tuesday.
7. New Hires - FD/EMS. Roger read bios of three people the FD/EMS would like to hire. SB approved all three unanimously.
8. Vacation Time rollover - C.Young, sign memos. SB approved vacation time rollover for C. Young, M. Huff and D. Meserve. Reminders will be sent in December to all dept heads by SB to schedule vacation time to avoid rollover.
9. Smoke Free Town Facilities Policy: After reviewing Mike's draft of the smoking policy, it is unclear if the following needs to be included: 1. Smokers cannot be in presence of children and 2. the placement of the designated area(s). Once these items are researched by SB, policy can be updated if needed, and signed.
10. 25 Main Street Update: Roger contacted the attorney regarding this on-going issue of non-payment from C. Roberts. Attorney cut back his fees so that his client can pay Hollis, but that has not occured. The attorney will contact his client again and follow up with Roger.
11. Town Clerk - appointments. Several new appointments and reappointments approved and signed by the SB, including several election and ballot clerks, members of Appeals Board, Conservation Commission, and Planning Board. All information will be updated on the town website.
12. Northern Data Managed Services proposal - Bennet will gather computer use information from all employees at Town Hall and ask opinion from K. Flinner. Once information is received, SB will set an appointment with NDS for further negotiations and any additions to the contract.
13. Growth Ordinance: Mike requested it be taken off the agenda.
14. Executive sessions: Per discussion with Town Clerk, executive sessions should be posted with associated statute 7 days prior to the meeting. SB will look into placing permanent executive session on the agenda, as is done in other towns and boards.
15. Admin. Assist. Position Eff. 7/1/16 - Bennet will be reporting to Mike for personnel concerns eff. 7.1.16.
16. Planning Board - K. Flinner: SB reviewed and approved Kevin Flinner's application. SB will work with Bennet for child care during Planning Board meetings.
