MEETING MINUTES FROM TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Attendees:  David McCubrey, John Rogala, Rita Perron, Martha Huff, Debbie Tefft, Martha Turner, Paul Mattor, Karlie Finlay, Bennet Flinner and Ken Knudsen

1. Meeting called to order by McCubrey at 7:01PM

2. On the motion of McCubrey and Perron, the Board went into Executive Session pursuant to 1 M.R.S.A. §405(6)(A) to discuss a personnel matter at 7:03PM. Select Board went behind closed doors.  Executive session ended at 7:39PM and the Board reconvened the meeting.  On the motion of Rogala and Perron, no action will be taken in regards to the executive session held. Passed 3-0.

3. Old Business

    a. Virtual Meeting Format – Hollis is using the Zoom platform and seems to be working well so far.

    b. Select Board Public Hearing Announcement:  Televised Select Board Zoom Meeting and Public Hearing on the Secret Ballot Warrant Articles & Proposed Ordinance changes will be held on June 17, 2020 at 7:00PM.  Information on how to join the Zoom meeting is on our website.  Questions or public comments can be submitted by mail addressed to the Hollis Select Board, 34 Town Farm Road, Hollis, Maine 04042 or e-mail adminsecretary@hollismaine.org.

There will also be a Televised Planning Board Zoom Meeting and Public Hearing on Wednesday, June 10, 2020 at 6:00PM. The Public Hearing is regarding an application for a shoreland zoning permit on a property located at 18 George Connors Road, Hollis ME, Tax Map 15, Lot 28. Information on how to join the Zoom meeting is on our website www.hollismaine.org. Questions or public comments can be submitted by mail addressed to the Hollis Planning Board, 34 Town Farm Road, Hollis, Maine 04042 or e-mail planningboard@hollismaine.org.

    c. Election Information/Location/Absentee Ballots - Martha Huff Town Clerk:  There have been 124 absentee ballots requested to date. Absentee ballots can be requested up until July 14, 2020. They can take 5-7 days to be mailed, so request them soon. Residents can mail in their registration to vote until June 23, 2020. If you vote by absentee ballot, please check both sides of the ballots – some are double sided. To request an absentee ballot, please call Martha Huff at 929-8552 x18 or go to maine.gov to order online. If anyone is interested to volunteer at the election, please call Martha at 929-8552 x18.

4. New Business

    a. The Select Board thanked Lloyd Bradbury, Butch Gannett, and Boy Scouts for putting up Veteran Flags at the cemeteries & the street flags and poles.

    b. Town Hall Reopening Update – The Board hopes to reopen the Town Hall next month. If the window service hours do not work for you, please call and request an appointment for Wednesday evening.  The board has ordered plastic shields for work spaces and hope to get them in next week.

    c. Programming and Municipal Building Status:

•Baseball/Little League – Cancelled for the Season

•Community Day – On the motion of Perron and Rogala, the Select Board cancelled the festival for the 2020 season. Passed 3-0.

•National Guard Band – Cancelled for this summer

•Summer Recreation – On the motion of Rogala and Perron, Summer Rec plans are tabled until next meeting. Passed 3-0.

•Equestrian Park – On the motion of Perron and Rogala, the equestrian park will stay closed until further notice. Passed 3-0.

•Sports Complex – Can be used with social distancing. Will reopen playground equipment and put up signs. There is no plan to open any concessions there. Will continue to cut lawns and keep property maintained. Porta-potties have been removed.

•Salmon Falls Library – Curb side service begins next week. The public can contact the library for details.

•Clothing Closet – The board has requested a reopen plan from the committee – will receive soon.

    d. Hollis Town signs and flower boxes: The Board would love to hear from any resident volunteers who would like to help fix and maintain our flower boxes. Please contact us.

    e. Veteran Graves maintenance: By state statute, the Towns are responsible for maintaining these graveyards. Funds have been carried forward this year for this maintenance.

    f. Warrant and Payroll Totals: Warrant last week - $13,111, Warrant this week - $142,141; Payroll last week $11,013, Payroll this week - $31,574.

    g. Correspondence:

**Per Maine BMV, all vehicle registrations must be updated by July 11, 2020. Hollis has Rapid Renewal services on-line or they can be completed at Town Hall window service during open hours.

5. Other Business:  

Regular Work Hours:  On the motion of Perron and Rogala, the Board immediately reconvenes the number of hours full-time employees regularly worked prior to Town Hall closing due to COVID-19. Passed 3-0.

Carryforward of vacation time – On the motion of Perron and Rogala, the Board will accept any carryover vacation time requests from department heads. Passed 3-0.

November Special Town Meeting – A decision will be made soon by the Board of whether or not a special town meeting will be held in November 2020. It will be driven by the needs of the Town.
