SELECT BOARD FOR THE TOWN OF HOLLIS
Minutes for June 8, 2016
5pm – untelevised discussion, public welcome
Present: Dave McCubrey, River Payne, Roger Hicks, Anna McClay, Diane Meserve, Martha Huff, Bob Cyr, Bennet Flinner.
1. Anna McClay, Diane Meserve, Martha Huff - meet with SB regarding unused vacation time. Per SB discussion with the Town Clerk, Tax Collector and Treasurer, they have 30-50 hours each remaining in vacation time unused for the year. They are asking for compensation to be disbursed at the end of the month. Dave asked if they were interested in carrying over the comp time to the next year. They all said no because the Deputy, Faith Plummer, has not completed all her certifications and must be an agent for at least 6 months to feel comfortable in all 3 roles of Deputy Town Clerk, Tax Collector and Treasurer. She was just hired a few months ago. Dave suggested that they check all budgets to make sure funds are available and lumped into the administration budget for disbursement. Dave also stated that since there is no history of the officials abusing comp time, this may be acceptable. River will check with MMA in regards to process and follow-up.
2. CEO/Bob Cyr - Discussed with the SB two residences with accessory dwelling issues that he has suggested consent agreements for. Dave M. made a motion to fine both property owners and charge double permit fees, SB agreed. Bob will draft up the consent agreements and send to admin B. Flinner for SB approval. CEO also discussed with SB a resident who is having issues with occupancy permit. He has spent hours with the resident on several problems.
3. Resident letter, Hollis Equestrian Park Lease and Clothing Closet Committee document – signed by SB to be sent and/or filed by Admin B. Flinner.
4. Videotaping for Truck Committee Meetings - SB will cover costs for videotaping truck meetings approximately $75/month. Patrick is hired for the next Truck Committee meeting, will be taken out of the broadcasting budget. River said that if Long Range Planning meetings will be taped in the future, videotaping costs for TC meetings will be changed to TIF.
5. LRP printing - SB approved color prints for Dana Gray to purchase and town will reimburse him for Long Range Planning.
6. Establish date for Community Building Meeting - July 6, 2016. "Community Building Repairs Public Discussion." B. Flinner will update calendar on website.
7. Truck Committee Members (V. Littlefield, B. Harrison, N. Conway) arrived and met with SB at 6:15pm at community center. They voiced concerns about truck routes being changed without the townspeople being aware or having a say in any changes. They are also concerned that the amount of trucks is increasing because the water business is increasing, they want to know how much since they opened. They also referred to the meeting minutes from the subcommittee and provided copies to the SB. The SB indicated that the town cannot keep trucks off of the state roads, they may be going to Poland Spring or elsewhere for business. All agreed to attend the next Truck Committee meeting scheduled for tomorrow and discuss further.
