MINUTES FOR TELEVISED ZOOM HOLLIS SELECT BOARD MEETING - Wednesday, July 1, 2020, 7:00PM

Attendees:  David McCubrey, John Rogala, Rita Perron, Martha Huff, Bennet Flinner, Ken Knudsen

1. Meeting called to order by McCubrey at 7:00pm.

2. Select Board thanked the members of the Hollis Lions Club for their recent volunteer work on our Hollis Town signs & flower boxes. They look great!

3. Select Board also thanked Narragansett One Foundation for their generous donation for Parks and Rec Snowshoe program.

4. Unfinished Business

   a. McCubrey announced that the Hollis Annual Town Meeting, State Primary Election and Special Referendum will be held on July 14, 2020 at the Hollis Community Bldg. 35 Town Farm Road from 7:00AM to 8:00PM.   Reminder for Absentee Ballots - Deadline is July 9, 2020 4:00pm. Apply on-line at maine.gov, in person at Town Hall during business hours or call Town Hall during business hours.  Town Clerk Martha Huff thought that the Governor’s mandate allowed absentee ballots to be ordered up until the day before the election. She will look into it and update the website if required.  Please call the Town Clerk’s office if you want to request an absentee ballot at 929-8552 x18.

   b. Rogala announced that the Town will be conducting a comprehensive study of the Town’s current fire protection and EMS services. More information is forthcoming.

5.  New Business

   a.  Appointments – On the motion of Perron & Rogala, the Board appointed Thomas Witkowski to the Planning Board. Passed 3-0.

   b.  Payroll and Warrant Totals: Payroll last week was $11,609, Payroll this week is $34,288; Warrant last week was $36,503, Warrant this week is $64,453.

   c.  Purchase Orders:

  • #3946 under Highway Acct to RMDL for Misc. Emergency road work including patching not to exceed $5,000;
  • #3954 under Highway Acct to RMDL for installation and repair of road signs as needed not to exceed $2,500;
  • #3953 under Highway Acct to RMDL for white town road signs as needed not to exceed $2,500;
  • #3952 under Highway Acct to FR Carroll for 25 tons of patch not to exceed $2,125;
  • #3951 under Highway Acct to RMDL for cutting brush along town roads including labor and equipment rentals not to exceed $8,600;
  • #3950 under Highway Acct to RMDL for mowing shoulders of town roads and intersections not to exceed $4,800;
  • #3949 under Highway Acct for RMDL to haul material as needed for dirt roads, shouldering, washouts, not to exceed $3,120;
  • #3948 under Highway Acct to Dearborn Construction for materials as needed for dirt roads and shouldering, washouts not to exceed $5,600;
  • #3947 under Highway Acct to RMDL for grading dirt roads as needed – 80 hrs of grader and operator not to exceed $7,200.

   d. Correspondence:  Public Notice from the Hollis Planning Board - The Hollis Planning Board has received an application for a shoreland zoning permit on a property located at 8 White Pine Drive, Hollis, Maine.  On Wednesday, July 8, 2020, at 6:00 PM, there will be a site visit at this location.  All Hollis residents are welcome to attend.  Please wear a mask and observe social distancing guidelines.

On Wednesday, July 8, 2020, at 7:00 PM, there will be a public hearing regarding this application, at the beginning of the regular Planning Board meeting.  This will be a Zoom meeting, as town buildings are not yet open to the public.  Details, including password to sign in, are posted on our Town's website.  All Hollis residents are welcome to join the meeting, either online or by phone.  For further information, or if you would like to submit comments to the Board regarding this project, please mail to:  Hollis Planning Board, 34 Town Farm Road, Hollis ME 04042, or email to:  planningboard@hollismaine.org.

6.  Other Business: 

  • Reminder about our Fireworks Ordinance - Consumer use and sales are banned in the Town of Hollis
  • Town offices will be closed for the Independence Day Holiday on Friday, July 3rd.

7.  Upcoming Committee and Board Meetings:   Next Televised & Livestream Zoom Select Board meeting will be held on Wednesday, July 15 at 7:00PM.

10. Special Recognition - Rita Perron.  Both Dave and Jack thanked Rita for her dedication as a Selectperson for the past 3 years. The Town is appreciative of all of her contributions throughout her term and we look forward to seeing her at future meetings as a member of the public. Rita was presented with a card and gift from her fellow co-workers of the Town.

11. On the motion of Perron and Rogala the Select Board adjourned the meeting at 7:20pm.
