MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, July 17, 2019 7:00PM at the Hollis Community Building

Attendees:  David McCubrey, Rita Perron, John Rogala, Bennet Flinner, Becky Bowley, Dennis Bridges, Amy Bridges, Beverly Harris, John Rondeau, Sherry Estabrook.

1. Meeting called to order by McCubrey at 7:03pm.

2. Opening of the Snow Removal and Ice Control bids:  Two bids were received by the Select Board and meet guidelines. The bids were opened and the total bids were as follows: Bridges Trucking - $410,000 and RMDL, Inc. - $409,109.09.  Rogala indicated the Select Board will review the bids and their equipment requirements in their entirety and discuss at the next Select Board meeting.

3. Chris Young, Fire Chief and EMS Director.  Young spoke to the board regarding the full-time FF/paramedic position recently posted that has not been filled due to a demanding 24 hour rotating schedule and problems filling weekend shifts. Young requested that the board increase the number to 2 full-time positions so those shifts will more likely be filled. Because the per diem staff is not scheduled to work unless they request it, it is difficult to find people to fill these shifts. If a FF/Paramedic does not fill these positions, EMTs will be considered and trained. EMS/FD averages 50-60 calls per month, but it varies per day. They require a minimum of 4 people for fire calls. Adding these positions will not affect the EMS/FD budget for wages and administration has funding for additional insurance costs.  Resident Becky Bowley made a public comment that the EMS/FD needs support and the town needs to stick to the commitment of providing it. 

On the motion of Rogala and Perron, the Select Board unanimously approved an additional full-time position for Fire & Rescue for a total of 2 full-time positions. Passed 3-0-0. 

4. Old Business

     a. On the motion of Perron and Rogala, the Select Board unanimously approved the meeting minutes from June 5, 2019. Passed 3-0-0. 

     b. On the motion of Rogala and McCubrey, the Select Board approved the meeting minutes from June 19, 2019. Passed 2-1-0 (Perron was absent from the meeting and abstained).

5. New Business

     a. Appointments and Re-appointments:  David Durrell, Hollis Rep for ecoMaine Board of Directors; Coco Hirstel, Cheryl Joyner & Tom Sullivan for Sports Complex Committee. On the motion of Rogala and Perron, the Select Board approved the appointment of David Durrell for Hollis Representative of EcoMaine Board of Directors. Passed 3-0-0.  On the motion of Rogala and Perron, the Select Board tabled the re-appointments for the Sports Complex Committee. Passed 3-0-0.

     c. Warrant and Payroll Totals: Warrant last week - $425,528, Warrant this week - $169,679; Payroll last week - $16,931, Payroll this week - $32,846.

     d. Purchase Orders: #3833 to RMDL under highway acct - grading sub acct - for grading dirt roads, not to exceed $7,260; #3834 to Dearborn Construction under highway acct for 40 loads of recycled asphalt for miscellaneous use and grading, not to exceed $3,800; #3835 to RMDL under highway - sub account mowing - for 80 hours mowing road shoulders not to exceed $5,600; #3839 to Carroll Materials under TIF acct for repaving Country Club Road, Old Alfred Road, Usher Mill Road, Saco Road, not to exceed $610,000; #3840 to Studios 2 Go under Community Day acct for Video Game Truck for Pirate Fest, not to exceed $900.

6. Other Business:   Saco Road work beginning Aug. 19th - prework will likely occur in the weeks before paving. Work to be completed by FR Carroll.

Arrrgh you ready for Pirate Fest?? Our annual Community Day will be held on Saturday, August 10th at the Hollis Sports Complex, 14 Lower Tarbox Road.  Grab yer matees and little buckaneers and have a family fun day with games, live music, food vendors, and fireworks!

8. Public Comment: Resident Beverly Harris asked if a Stop Sign can be placed at the intersection of Saco Road/Rt 35. Rogala indicated that he would contact DOT to see if a traffic study is required or if the Town can do it on its own.

Rogala thanked Chief Young for helping the board move the Speed Sign around Town. The data gathered will be given to the Maine State Police.

10. On the motion of Rogala and Perron, the Select Board adjourned the meeting at 7:55pm. Passed  3-0-0.
