MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, August 15, 2018 7:00PM at the Community Building

Attendees:  Select Board members- David McCubrey, Rita Perron; Code Enforcement Officer Tammy Munson; State Rep Don Marean; Admin. Asst. Bennet Flinner, Camera Operators John Rondeau and Sherry Estabrook; Public: Rita Anderson.

1. Meeting called to order at 7:00pm by McCubrey.

2. Old Business

    a. Community Building Update:  Perron reports that the Punch list will be done on Friday.

    b. Select Board and Planning Board Vacancies will be annouced publically in an advertisement in local paper or Smart Shopper.

    c. Town Hall structural work should be completed by Tuesday. Engineer will come to inspect the work prior to moving back in.

    d. Shaw Brothers stopped working at this time due to delays with utility companies. Select board is still working that out with those companies.

3. New Business

    a. Amended Warrant: On the motion of Perron and McCubrey, the Select Board agreed to add articles 3 and 4 regarding a rental property ordinance and moratorium for medical marijuana to the warrant for the Special Town Meeting in November 2018. Passed 2-0.  CEO Munson commented that the new ordinance better regulates rental properties and protects renters by creating standards for these buildings. It assures that renters have safe places to live with heat, running water, etc. It doesn't change code standards, just ensures safe living conditions.

    b. Updated Policies - # 1, 21, 31, 41, 44, 45: On the motion of McCubrey and Perron, the Select Board approved the amendments to policies 1, 21, 31, 41, 44, and 45. Policies were signed. Passed 2-0.

    c. Purchase Orders: None

    d. Correspondence

Buxton/Hollis Historical Society will be holding their Blue Bird Benefit Bash this Saturday, August 18, 2018 at 4pm, at Brewster Mansion, 8 Brewster Place, Buxton.  $25 per person include a tour, a light buffet and an opinion of value of one of your treasures. Please reserve your seat by calling Bev at 929-6495.

4.  Other Business  

     a. Hollis Pirate Festival - The Select Board thanked Sherry Estrabrook, John Paul Rondeau and Tara Michaud for putting on a very successsful Pirate Fest last weekend. Thank you for your time and commitment spent on this festival!  John Paul extended his thanks to Debbie Tefft and the other committee members that put forth their time and dedication. There were lots of kids, a nice parade and the Fire Chief did a great job. Hopefully the Hollis Lions will come back next year again for great food!

     b. Public Hearings on September 19th and October 17th, 2018: These hearings are for the amended warrant for the Special Town Meeting on November 6, 2018.

Thursday, August 16th 7:00PM CANCELLED -  New Municipal Complex Committee Meeting

Thursday, August 16th 5:00PM Conservation Commission meeting at the Salmon Falls Library.

Tuesday, August 21st 7:00PM Board of Appeals Public Hearing and Meeting at the Community Building regarding a variance at 28 Tanglewood Drive.

Wednesday, August 22nd, 5:00PM Televised Select Board meeting at the Community Building.

Thursday, August 23rd, 7:00PM New Town Complex Committee - Untelevised Workshop at the Community Building

6. Public Comment: Rita Anderson asked why the Marijuana Moratorium only covers medical marijuana.  McCubrey explained that the Town is protected on adult use and this would not affect current care takers and patients, only new carers.  Don Marean commended the Town for putting this moratorium on the warrant and it is a move in the right direction.

8. On the motion of Perron and McCubrey, the board adjourned the meeting at 7:36pm. Passed 2-0
