MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, August 19, 2020, 7:00PM

Attendees: Select Board members - David McCubrey, Jack Rogala; Martha Huff (Town Clerk), Bennet Flinner, Ken Knudsen, Rita Perron, Madison Moody, Rich McKinnon, Terry Wallace

Absent: Select Board member Mary Hoffman

1. Meeting called to order by McCubrey @ 7:00pm.

2. Old Business

    a. Elections - Martha Huff, Town Clerk announced that absentee ballots for the general election in November will be available in October. To request a ballot, you can call the Town Clerk’s office at 929-8552 x18 or you can request one on-line at maine.gov or print off a ballot on our website and mail it in. The town will be getting a ballot drop off box to be installed outside of Town Hall.  Huff thanked everyone who worked at the MSAD 6 School budget election.

    b. Muddy Brook update – Rogala reported that the Road commissioner expects to finish the inspection of the road this week to assess the temporary patching of the road.

    c. On the motion of Rogala and McCubrey, the Select Board approved the minutes of July 1, 2020 meeting. Passed 2-0-1. Hoffman abstained.

3. New Business

    a. Free E-Waste and Scrap Metal Disposal Day – will be held on Saturday Sept. 12 from 9AM – 3PM.

    b. Extended Summer Rec will continue for the next three weeks; Fall Before/Aftercare and Childcare for school aged children spots are still open. Please contact the Parks and Rec Dept. to sign up or more information. 929-5142.

    c. Payroll and Warrant Totals: Warrant last week $404,960, Warrant this week $24,050; Payroll last week $35,922, Payroll this week $19,598.

    d. Purchase Orders - None

    e. Correspondence: 4-Wheelers/ATVs have been seen recently on the Sports Complex property fields.  Please contact the Town immediately if you see any activity like this in the future.

4.  Other Business – There will be a Town staff meeting on Wednesday Aug. 26 to discuss reopening the Town Hall. We hope to be back open to the public by Sept. 16.

6. Public Comment: Resident Rich McKinnon of George Connors Road expressed concern about an ambulance bill he did not receive until months after he received services. It was sent to a very old address out of state and doesn’t understand why it was not sent to his home, where the ambulance picked him up. He feels this was done purposefully due to personal issues with his neighbor. The Select Board indicated that it was highly unlikely it was done purposefully and they will follow up with Fire and Rescue to see what their process is for obtaining addresses for invoices. A member of the public suggested that Mr. McKinnon enroll in the Town’s EMS subscription plan yearly to avoid getting any ambulance bills in the future.

McKinnon also expressed his concerns about a fire hydrant at Deer Pond that he believes was illegally installed. He also claims to have video proof of its illegality.  The Select Board suggested McKinnon contact the Maine Dept. of Environmental Protection to request an investigation and provide them the video that he took.

McKinnon also complained about how the Planning Board handled his application for a retaining wall on his property. It took them 6 months to approve it and the state only 3 days.  He claims his neighbor got a permit to build on her property illegally. The Select Board commended McKinnon for handling the building of his retaining wall “the right way” and will follow up with the Code Officer for any building permits his neighbor may have.

8. On the motion of Rogala and McCubrey, the Select Board adjourned the meeting at 8:00pm.  Passed 2-0-1 Hoffman absent.
