MEETING MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING AND PUBLIC HEARING FOR TAX ACQUIRED PROPERTY SALE

Wednesday, August 21, 2019 7:00PM at the Hollis Community Building

Attendees: Dave McCubrey, Rita Perron, John Rogala, Martha Huff, Bennet Flinner, Kenneth Knudsen, Patrick Bonsant, Tara Michaud, Carol Moody, John Wescott, Kim Aiken, Shane Ward, Beverly Harris.

1. Meeting called to order by McCubrey at 7:00pm.

2. On the motion of Perron/Rogala, the Select Board Meeting was suspended and the Public Hearing was opened for three Tax Acquired Properties to be sold on September 4, 2019.  The posted public hearing notice was read in its entirety by McCubrey. Information was given regarding the buildability of the land lots: Wakefield Road property is a wood lot only in a subdivision that has a right of way off of Wakefield Road. The Clarks Mill Road property is landlocked. All potential buyers can inquire about their buildability through the town’s Code office. The trailer at 72 Nichols Lane is being sold as is. The lot the trailer is on is not for sale. If any additional information is required by potential buyers, the board recommends they contact the Code office or York county registry of deeds.

3. On the motion of Perron and Rogala, the Public Hearing for Tax Acquired Properties to be sold on September 4, 2019 was closed at 7:16pm and the Select Board meeting was reconvened.

4. Old Business

     a. McCubrey thanked John Paul Rondeau and Sherry Estabrook on behalf of the Select Board for all their work and dedication on the Community Day Committee and being the videographers for the Town of Hollis for many years. The Select Board wishes them the best in the future.

     b. Community Day - Hollis Pirate Fest Review – Tara Michaud.  Tara reports that there were 34 sponsors for the festival. It kicked off with a great parade, an Ecomaine booth, Hollis FD equipment, Studios 2 go video game van, a pirate costume contest, Pirates of the Dark Rose, face painting, balloon animals, food vendors, a free “hydration” water station from Poland Spring, Elvis impersonator and band, Local bands and musicians and ending with a fireworks display.  An estimated 2500-3000 people attended the event throughout the day.  Tara encourages residents to volunteer for next year. Any suggestions for future plans are welcome. Email hollispiratefestsponsorship@gmail.com.

     c. 2020 Revaluation - Listers visiting Hollis properties until March 2020.  Ad will be in the Smart Shopper for the next few weeks and on the town’s website. McCubrey read the ad in full:

“Dear Property Owners of Hollis:

As you are aware, the Town of Hollis is currently in the process of revaluating all properties.  The Town has contracted Bartlett Assessing Services to help complete this project.

To ensure our property data records are accurate, property “listers” will be visiting all houses in the Town of Hollis in the next six months during the hours of 9:00am-5:00pm, Monday through Saturday.   Due to the large number of properties in Hollis and because listers do not need to enter the homes, both measurements and photos of your property can and may be collected in the homeowner’s absence.

Their current listers, TIMOTHY STITSON and MICHAEL RISTI, will be making these site visits driving a SILVER FORD RANGER pick-up truck or a RED SUBARU OUTBACK (Subaru added 8/27/19).  To view photos of Timothy and Michael, please click HERE. They will have a copy of your existing record, a letter from the Hollis Select Board and identification so you can be sure they are representatives of the Town of Hollis.

     d. July 2019 Budget correction – Perron gave updated numbers for Town Depts.

     e. Trash and Recycling – Perron reports that there are still contaminated loads of recycling being brought to Ecomaine.  Items found that are not allowed in recycling: 330 Hannaford plastic bags, padded envelopes, clothing or fabric, bubble wrap, metal shelving, saran wrap.

     f. Legal Update Training on Recreational Marijuana.  McCubrey reports that the MMA training the Select Board attended today had a lot of “ifs and or buts.” Our Town is a “dry” town, and we would have to “opt in” to sell recreational marijuana. 

7. New Business

     a. Public Hearing regarding Finance Committee Ordinance changes to be held on September 4, 2019 7:00PM. Public notice read in full by Perron:

“The Hollis Select Board will be meeting and holding a Public Hearing regarding proposed changes to the Finance Committee Ordinance. The Public Hearing will be held at the Hollis Community Building, 35 Town Farm Road, on Wednesday September 4, 2019 at 7:00 PM. The draft of the proposed changes will be posted on the Town’s website www.hollismaine.org.  Copies will also be available at the Town Hall during regular business hours.

The Public Hearing will be part of the Select Board’s regular meeting.  All members of the public are invited to attend.  Anyone who cannot attend but would like to offer input regarding this ordinance may do so by mail (34 Town Farm Road, Hollis, ME 04042), or by e-mail (adminsecretary@hollismaine.org).”

     b. Renewal of Liquor License - Salmon Falls Country Club/River Tap and Grill restaurant. On the motion of Rogala and Perron, the Select Board approved to renew the liquor license for Salmon Falls Country Club and River Tap and Grill. Passed 3-0-0.

     c. Reminder to residents - Policy #36 Recreation Department Registration Fees.  Policy was read in full by McCubrey and reminded residents that if they owe fees to please pay the balances to avoid future action. Contact the Parks and Rec director if there are any problems with paying your balances.

     d. Appointments: On the motion of Rogala and Perron, the Select Board appointed Lila Wilkins as Election Warden for the 11.5.19 election, and Coco Hirstel, Tom Sullivan and Cheryl Joyner to the Hollis Sports Complex Committee. Passed 3-0-0.

     e. Warrant and Payroll Totals: Warrant last week - $388,281. Warrant this week - $29,217; Payroll last week - $34,432, Payroll this week - $19,006.

     f. Purchase Orders: #3821 for $1,013.60 to Coastal T-shirts, Inc. for Summer Rec T-shirts.

     g. Correspondence: Leavitt’s Mill Free Health Center will be holding a celebration of 15 years of service to the community at The Buxton Common restaurant at 1420 Long Plains Road in Buxton on Sunday, August 25, 2019 from 3-5pm. Hors d’oeuvres will be served and cash bar available.

8. Other Business

     a. There are two vacancies on the Planning Board; and more members are needed for the Hollis Sports Complex Committee. Please contact the Select Board Office at 929-8552 for more information.

     b. Hollis Food Pantry – Rogala reports that the Hollis Food Pantry at the Hollis Center Church will take any unwanted fresh vegetables residents may have to donate.

     c. Crosswalk Lights for Hollis School crossing – Rogala reports that the bases of the lights/signs were too light so they will be reinstalling them with heavier bases soon.  Thanks to Poland Spring for their donation of the installation costs of these signs.  School is back in session August 28th – please be on the lookout for children and buses.

     d. New Stop Sign at Saco Road/River Road intersection – Rogala reports the stop sign and stop ahead sign will be installed on Saco Road in the coming weeks.
