MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, August 5, 2020, 7:00PM

Attendees: Select Board members - David McCubrey, Jack Rogala, Mary Hoffman;  Martha Huff (Town Clerk) Tammy Munson (CEO), Bennet Flinner, Ken Knudsen

1. Meeting called to order by McCubrey at 7:01pm.

2. McCubrey welcomed Mary Hoffman to the Select Board. She was declared the official winner of the election via recount held on July 29, 2020. Mary thanked all the residents who voted and looks forward to working with all the town employees and the Select Board.

3. On the motion of Hoffman and Rogala, the Select Board elected David McCubrey to continue as Chair. Passed 2-0-1. McCubrey abstained.

4. Old Business

    a. Election Results – Tax Levy Question. McCubrey explained that the Tax Levy question failed at the Annual Town Meeting. The article basically gives the Town permission to spend above the amount we are budgeted for. For any questions, please call the Select Board.

    b. Revenues – McCubrey explained that the revenues are deducted from the amount the Town is budgeted to spend. The board’s recent announcement in decreasing spending due to COVID-19 to only allow departmental needs, not wants, should keep our spending in check.

    c. On the motion of Rogala and McCubrey, the Select Board approved the minutes for June 3 and 17, 2020. Passed 2-0-1. Hoffman abstained.

    d. Muddy Brook Culvert Update – Rogala recently discussed the issue with our Road Commissioner and he agreed to inspect the culvert to see if a temporary fix or patching would allow the use of the road this winter.  Hopefully it will be permanently fixed next year.

6. New Business

    a. Vandalism – McCubrey reports that acts of vandalism and theft have occurred over the past few weeks. Including the theft of 20 traffic cones, moving road barricades with a truck, and slashing the tires/knocking over the speed sign. If you have seen something or see anything like this happening, please call the state police and Town Hall.

    b. Policy #55 – Use of Municipal Facilities due to COVID-19. On the motion of Hoffman and Rogala, the Select Board unanimously approved Town policy #55. Passed 3-0.

    c. Payroll and Warrant Totals: Warrant last week - $21,397, Warrant this week - $39,472; Payroll last week - $38,345, Payroll this week - $18,126.

    d. Purchase Orders:

  • #3945 to Neil Courtney for comprehensive study services of our Fire/Rescue Dept. not to exceed $15,900 under TIF acct;
  • #3854 to Taylor and Sons Property Maintenance for maintaining the base path infield baseball field not to exceed $2,000 under Hollis Sports Complex acct;
  • #3961 to RMDL, Inc. for cutting brush @ 4 granite culverts for erosion areas – includes 2 days labor, equipment and materials, not to exceed $4,000 under highway acct;
  • #3960 to RMDL, Inc. to investigate and temporarily repair Muddy Brook Road culvert – approx. 4 days labor and equipment not to exceed $9,000 under highway acct;
  • #3959 to Frost ‘n Flame, Inc. for Sunsetter motorized awning for town hall building – also includes shipping and installation not to exceed $4,725.50.

    e. Correspondence

  • A very special THANK YOU to the following people and businesses that help maintain and keep our Town Sign flower boxes beautiful and welcoming!  Thank you Maggie & George Hanson, Rachel Bedard, Jane Havu, Lisa and Jim Pate, Joey & Richard Gammon of the Hollis Lions Club and Pleasant Hill Excavators.
  • Spectrum Cable – SRCTV Channels have moved to old channel numbers – 2,5,7
  • The COVID-19 Rent Relief Program is for renters who cannot afford to pay their rent due to circumstances related to the COVID 19 pandemic. To apply, call York County Community Action Program at 207-324-5762.
  • Maintenance Work is taking place at the Bar Mills Boat Launch located on Route 4A in Bar Mills. Work will end on or before August 12th. Work will include heavy equipment and cranes to address maintenance repairs at the dam. Pedestrians and recreation users are urged to use extra caution around the Bar Mills Island.  For questions call Brookfield Renewable at 207-629-1800.

The Hollis Clothing Closet is open. Hours of operation are Tuesdays & Thursdays 9am -11am, and Saturdays 1pm -3 pm. To keep visitors and volunteers as safe as possible, the following protocols MUST BE FOLLOWED:

  • Visitors must be signed in before entering the building.
  • Visitors must bring their own PEN or PENCIL to sign in.
  • The side door is the entrance and the front door is the exit.
  • No children under 15 years of age will be admitted.
  • Masks must be worn at all times while in the building.
  • Hand sanitizer must be used upon entering and will also be available at the exit.
  • Everyone is expected to follow the arrows and spacing lines.
  • The bathroom will not be available to the public.
  • Drop-off will be at the shed.

7.  Election Update – Martha Huff, Town Clerk. Huff reminded residents that absentee ballots can be requested for the MSAD 6 Budget Validation election being held next week. She suggests the requests be done in person so that she can give people ballots personally. They can be requested by telephone by calling Town Hall, but they will be mailed out only. They cannot be picked up at Town Hall if requested by telephone.  

8.  Upcoming Committee and Board Meetings

•The MSAD 6 Budget Validation Election will be held on Tuesday, Aug. 11th. Polls are open from 7:00 am to 8:00 pm at the Hollis Community Building, 35 Town Farm Road in Hollis. Absentee ballots are available. To request an absentee ballot, please call the Town Clerk at 929-8552 ext. 18.

•Planning Board Zoom Meeting on Wednesday, Aug. 12th at 7:00pm.

•Select Board Zoom Meeting on Wednesday, Aug. 19th at 7:00pm.

9. Public Comment – Rogala thanked the Maine State Police for the patrolling of the bridge by Salmon Falls Library during the busy weekend.

10. Executive Session – None.

11. On the motion of Rogala and Hoffman, the Select Board unanimously adjourned the meeting at 7:23pm. Passed 3-0.0
