MEETING MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, August 7, 2019 7:00PM at the Hollis Community Building

Attendees: Dave McCubrey, Rita Perron, Bennet Flinner, Martha Turner, Rita Anderson, John Rondeau, Sherry Estabrook

Absent: John Rogala

1. Meeting called to order at 7:01pm by McCubrey. Rogala was noted to be absent by McCubrey.

2. Old Business

     a. Snow and Ice Contract: McCubrey announced that the Select Board has accepted the lowest bid received by RMDL, Inc. of $409,409.

     b. On the motion of McCubrey and Perron, the Select Board approved the meeting minutes from July 3, 2019 and July 17, 2019. Passed 2-1-0.

3. New Business

     a. Update from Representative Don Marean.  Marean covered the June 2019 budget that was passed at just under $8 billion dollars. He voted for it. Homestead exemptions will be increased $5,000, funded by the state. Education is 50.5% of funding. Medicare expansion $130 million. LD 854 bill will improve broadband service. TIF funds can be used to expand broadband as well.  LD 1122 bill will expand TIF use and add allowance towards public safety buildings.

     b. Tax Acquired Property Sale – September 4, 2019; Public Hearing to be held on August 21, 2019 at 7:00pm at the Community Building.

     c. Warrant and Payroll Totals: Warrant last week - $121,016; Warrant this week - $77,835; Payroll last week - $34,342, Payroll this week - $17,502.

     d. Purchase Orders: #3873 for $1,500 to Monson, Inc. for road calcium; #3844 for $900 to Party Palooga for Balloon twisting and face painting at Community Day; #3843 for $1,400 to David Rather for JC and the Elvis Experience at Community Day; #3869 for $19,300 to Access Video for purchase and install of new AV system at Community Building; #3826 for $3,935 to Odd are Productions for stage, generation and sound system for Community Day; #3842 for $1,500 to Pirates of the Dark Rose for demonstrations and reenactments at Community Day; #3870 for $10,000 to Scarborough DPW for annual service for 8 pieces of apparatus and inspection required by the state of Maine for Fire/Rescue; #3871 for $3,000 for fireworks display at Community Day; #3872 for $2,070 to Sharper Events and Party Rentals for Inflatable bouncy houses at Community Day.

     e. Correspondence: Ecomaine will have an open house at their facility on Blueberry Road in Portland on September 28th. Usually held in the morning and they serve free breakfast. Visit their website for more information at www.ecomaine.org.

4. Other Business:  Town Clerk Martha Huff provided reminders for the November 2019 election:  Nomination papers for the Tax Collector are due September 5th.  Warrant is due September 4th. Voting will be held on November 5, 2019 at the Community Building. You can request absentee ballots beginning August. 8th.

Stop sign at the corner of Saco Road and Rt 35 will be installed within a few weeks.  It is replacing the yield sign for safety concerns.

Crosswalk signs and lights at the elementary school are currently being installed.

5. Upcoming Committee and Board Meetings:

Our Annual Community Day, Hollis Pirate Fest will be held Rain or Shine on Saturday, August 10th at the Hollis Sports Complex, 14 Lower Tarbox Road.  The festivities begin with a community parade at 10AM. Fireworks at 9PM! Join us for family fun games, a pirate costume contest, video game trailer, live music all day, JC and the Elvis Experience from 7-9pm, raffles, food vendors, and more!

Wednesday, August 21st at 7:00pm Televised Select Board meeting and Public Hearing regarding Tax Acquired Property Sale at the Community Building

Thursday, August 22th at 7:00pm, New Town Complex Committee Workshop at the Community Building

8. On the motion of Perron and McCubrey the board adjourned the meeting at 7:50pm.  Passed 2-1-0.
