MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING AND PUBLIC HEARING FOR THE REVIEW OF THE MMA NEW GENERAL ASSISTANCE MODEL ORDINANCE APPENDICES (A-F AND H) FOR 2019-2020.

Wednesday, September 18, 2019 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Bennet Flinner, Martha Huff, Beverly Harris, Rita Anderson, Ken Knudsen, Dan Yarumian

1.   Meeting called to order by McCubrey at 7:01pm.

2.  On the motion of Perron and Rogala, the board suspended the Select Board meeting and opened the Public Hearing for the review the MMA New General Assistance Model Ordinance Appendices (A-F and H) for the year October 1, 2019- September 30, 2020.  Passed 3-0-0.

Martha Huff, Town Clerk explained the reasoning for the Public Hearing and acceptance of the appendices for the General Assistance Model.   There was no public comment or questions.  On the motion of Rogala and Perron, the board closed the Public Hearing at 7:03pm and reconvened the Select Board Meeting. Passed 3-0-0.

3.   On the motion of Rogala and Perron, the board unanimously accepted the General Assistance Model Ordinance Appendices (A-F and H) for the year October 1, 2019 - September 30, 2020. Passed 3-0-0.

4.   Old Business

a.  On the motion of Perron and McCubrey, the board approved the meeting minutes of August 7, 2019. 2-1-0. Rogala abstained due to absence.  On the motion of Rogala and Perron, the board unanimously approved the meeting minutes of August 21, 2019. Passed 3-0-0.            

5.  New Business

a. The Code Enforcement office hours will change effective Sept. 25, 2019.  Open on Wednesday from 11am-7pm, 9am-4pm on Tuesday, Thursday and Friday.

b. Appointments: Karen LaFreniere, Hollis Christmas Fund. On the motion of Perron and Rogala the board unanimously appointed Karen LaFreniere to the Hollis Christmas Fund Committee until June 30, 2022. Passed 3-0-0.

c. Revenue for July and August reports – presented by Rita Perron

d. Warrant and Payroll Totals: Warrant last week $430,815, Warrant this week $382,640; Payroll last week $23,240, Payroll this week $12,155.

e. Purchase Orders: #3882 to RMDL for the Municipal Complex crosswalk for no more than $6,500.00 under highway; #3881 to Autotronics for damage repair to ambulance for no more than $3,794.82 under Hollis FD; #3880 to Biddeford Police Dept. for radio recover equipment and installation at new dispatch center for no more than $1,628.09 under Hollis FD; #3879 to Visa for fire prevention materials for 2019 for no more than $2,150 under Hollis FD; #3875 to R.Joy Services for repair to Salt Shed for no more than $15,227 under Highway acct; #3874 to All State Materials Group for overlay on Deerwander from Lisa Lane to Rt 202 for no more than $69,000 under acct Bond/Paving. #3878 to Taylor and Sons for materials and labor for 3 pavilions at the Sports Complex & metal roofing for no more than $6,800 under HSC acct.

f. Correspondence        

Just a reminder that Parks and Rec hosts Community cribbage luncheons at the Community Building. The next event will be held next Tuesday, September 24th beginning at 10:00am. 9.  Other Business

a. There are two vacancies on the Planning Board. FMI please call Bennet Flinner 929-8552 x26.

b. More members are needed for Hollis Sports Complex Committee and the Community Day Committee. FMI call Debbie Tefft at 929-5142.

c. Rogala thanked Poland Spring on behalf of the Select Board for funding the crosswalk signs that connects the municipal complex and Hollis School.

d.  Mailbox Reminders:  With plowing season coming up, McCubrey reminded residents that mailboxes should be 1 foot off the road’s shoulder and be on a 4x4 post or 2 inch pipe. He’ll have a presentation at next meeting with detailed information provided by Maine DOT.

10.  Upcoming Committee and Board Meetings

Thursday, September 19th at 6:30pm Conservation Commission meeting at the Salmon Falls Library.

*New Municipal Complex Committee meeting scheduled for Thursday, Sept. 19th has been CANCELLED.

*Planning Board meeting on Wednesday, September 25th at 7:00pm has been CANCELLED.

Thursday, September 26th at 7:15pm, Community Day Committee meeting at the Community Building

Saturday, September 28th from 8AM-Noon Ecomaine Open House at 62 Blueberry Road, Portland.

Wednesday, October 2nd at 7:00pm, TELEVISED Select Board meeting at the Community Building

Wednesday, October 9th at 7:00pm, TELEVISED Planning Board meeting at the Community Building

Thursday, October 10th at 6:30pm, Hollis Sports Complex Committee meeting at the Community Building

11.  Public Comment:  Dan Yarumian, President of the Hollis Honkers Snowmobile club spoke about the club’s interest in land across from the Sports complex on the Plains Road.  Would like to work with the Town to have a parking area built there.  McCubrey suggested that it would have to go to Town vote to lease or give land to the organization.  He will look into it for the June 2020 Town Meeting.

13. On the motion of Rogala and Perron the board unanimously adjourned the meeting at 7:35pm. Passed 3-0-0.
