MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING AND PUBLIC HEARING

Wednesday, Sept. 19, 2018 7:00PM at the Hollis Community Building

Attendees: David McCubrey and Rita Perron, Select Board; Martha Huff, Town Clerk; Tammy Munson, CEO; Bennet Flinner, Admin. Asst.; Camera operators - Sherry Estabrook, John Paul Rondeau; Public: Mary Hoffman, Rita Anderson, Beverly Harris, Terry Walters, Stephen Plear, Shane Ward, Justin Bell

1.  Meeting called to order by McCubrey at 7:03pm

2.  Old Business: RFP remaining Roads Bids - McCubrey annouced that FR Carroll was awarded the bid.

3.  On the motion of Perron and McCubrey, the board suspended the Select Board Meeting at 7:05pm. Passed 2-0.  Open Public Hearing for the General Assistance Maximums and Appendices A-F, 2018-19.

4.  Public Hearing for the General Assistance Maximums and Appendices A-F, 2018-19 opened by Martha Huff at 7:05pm. Huff gave titles of ordinances proposed on the Special Town Meeting warrant for November 6, 2018. Recommended to the board that they approve the ordinance dated 2018. Public Hearing closed on the motion of Perron and McCubrey at 7:09PM. Passed 2-0

5.  Public Hearing regarding the Warrant Articles for the Special Town Meeting on 11/6/2018 opened by McCubrey at 7:09pm. Floor opened to the public for discussion.

6.  On the motion of Perron and McCubrey, the board closed the Public Hearing regarding the Warrant Articles for the Special Town Meeting on 11/6/2018 and reconvened the Select Board meeting at 7:29pm. Passed 2-0.

7.  Old Business

    a. On the motion of McCubrey and Perron, the board accepted the 2018 model ordinance for the General Assistance Maximums and Appendices A-F. Passed 2-0.

8.  New Business

    a.  SIS Visa Card: On the motion of Perron and McCubrey, the board approved the increase of the Visa cards with SIS to $7500. Passed 2-0

    b. Appointments – Member of the Hollis Christmas Fund Committee – Diane Meserve, Muriel Johnson, Martha Huff, Bonnie Johnson, and Faith Plummer.  On the motion of Perron and McCubrey, the board approved all of the appointments for the Hollis Christmas Fund Committee for one year terms. Passed 2-0

    c. Town Policies – Amended policies #41 Select Board Duties and Responsibilities, #10 Code Enforcement section of Town Fees. Discussion regarding Policy #5 Town Hall Winter Storm Closing.  On the motion of Perron and McCubrey, the board approved amendments to Policy #41 and #10. Passed 2-0  Policy #5 will remain unchanged for now.

    d. Weekly Warrant and Payroll:  Warrant this week - $111,198, Warrant last week - $394,843; Payroll this week - $11,198, Payroll last week - $24,718.

    e. Purchase Orders: #3799 to Morton Salt for 1000 tons bulk salt/Snow acct. Not to exceed $54,850; #3726 to BANA Corp for wire work, alarm and light restoration in Town Hall following structural repair. Not to exceed $1,000; #3725 to RMDL for tree removal at salt shed for light pole installation, trench and backfill under highway. Not to exceed $3,000; #3724 to Morton Salt for 400 tons treated salt for Rt 117 and other high traffic roads under TIF. Not to exceed $28,740; #3723 to RMDL for ditching on Bean Street(2 day job, labor and equipment) under highway. Not to exceed $5,800; #3722 to RMDL for ditching on Old Alfred Road (2 day job labor and equipment) under highway. Not to exceed $6,500; #3721 to RMDL for ditching on Upper Tarbox Road (1 day labor and equipment) under highway. Not to exceed $3,500; #3720 to RMDL for storm damage repair on Pleasant Hill and White House Roads under highway/shoulder repair. Not to exceed $5,400; #3719 to RMDL for repairs to salt shed concrete wall leak and regrading on all sides, resealing of shed under TIF. Not to exceed $6,000; #3718 to WBRC for Task 1 and 2B per letter of agreement 8/6/18 under TIF. Not to exceed $57,000; #3716 to BANA Corp for lighting replacement, furnish and install photocell for Town Hall. Not to exceed $4,000; #3665 to Philip McGouldrick for annual pump testing on all apparatus with pumps under FD/Rescue. Not to exceed $500.00.
