September 30, 2015 at 5 pm.  Hollis Select Board - non-televised

Present: Chair Dave McCubrey, Select Board Roger Hicks, Select Board River Payne & Rob Hanson Road Commissioner, Martha Huff, Town Clerk (intermittently)

The Board met with Road Commissioner Rob Hanson to discuss today’s rain storm 9/30/15 and needed road repairs. PO will be issued separately in case Maine or York County is declared an Emergency. As of the time of the meeting an emergency had not been declared.
PO #3201  not to exceed $10,000 issued to RMDL.

Road Commissioner will bring sand & salt bids to meeting next week.
Saco Road- the Beavers have been dealt with. He continues to clean the Saco Road culverts.
Sand Pond Road- copy of Sebago Technic’s work so far on the road. Ray Cressey from CMP – to set up a meeting OTT, CMP, Sebago Techniques and Select Board how many poles need to be moved and trees moved. CMP had put this project on the back burner because of the number of poles. Ray had not attended the last meeting. They had exact numbers of the poles that need replacing.  Road Commissioner recommends that the Select Board meet with all parties involved. Rob also recommends Sebago Technics mark the right of way.
$ 1850- $2200 estimate to clear trees out of right of way for the utility poles to be replaced or put up.  
Trees are in the town right of way.  Cables run under the road. Fair point needs to move cables form underground and put on CMP poles. And CMP needs to move poles.
What is needed to get this project under way?  Charlie Brown, CMP stated the
other utility wires need to be dug up because they were not buried as deep as they should have been the first time.
Where does the money come from?  Road layout of highway.   Road Commissioner would like to see every utility pole 7 feet off the highway.  Some utility poles are on the river side. Meeting date to be set with CMP/ OTT/Sebago Technics.

Blinker on Saco Road?  Road Commissioner felt no light was needed.
Chadbourn Ridge Rd.- PO # 3067 was issued for ditching on Chadbourne Ridge. Road- $4800. 
Old Alfred Road -
Stuart’s Lane – has been paved and repaired to that town line.   Road Commissioner needs a place to turn around for the snow plow to turn around.  How will he back out?
 

Other possible road projects: Conservative estimates.  400,000 Haley road
                                                      Salmon Falls Road is over one mile long. 
                                                       Estimate 1.3 million to do sand pond road. Will a bond be needed?

Talk to auditors about payment for roads from TIF.  This calculation does not show up in the town meeting warrant or in the tax rate calculation?
 

 Water’s Edge- Sebago Technics sent a letter dated 9/30/2015, honoring their seal of approval on the road named Water’s Edge.  Roger made motion to accept Water’s Edge as a town road upon the Action: recommendation of Sebago Techniques.  All in favor. Motion passed.
Dave McCubrey will write letter to David Gray. Copies of this letter will be given to the clerk for the record book. It was also discussed that the road acceptance policy needs to be updated or perhaps made into an ordinance. Questions to look into: how long is road certification good for, should certifications have an expiration date for the road to be accepted as a town road?  Should the three required residences on the road need to be occupied residences?

Action taken:  River made the motion to accept this policy, Dave seconded. All in favor.
The Clerk asked if public hearings or any public notice needed to be given for policies.  The Board felt none was needed, it’s the Board’s responsibility to update and create policies.


Department Head meeting Oct. 21st.  All Department Heads will be invited. Please let Select Board know if you are unable to attend. Agenda will be circulated.   One agenda item: No policy is it written that lets anyone know at Town Hall if you are out of the office. Time card Related issue… Department Heads will cover their department.  Notice should be given to other Departments of vacancy or an absence.
 

Temp for Deputy- David will contact a temp agency to look into costs or hiring a temp.

Town Owned Property- - Plummer lot/ Griffin/ ATV, tabled for now.
Letters will be sent to unsuccessful CEO candidates. Assigned to Dave.
New Code Enforcement officer is Bob Cyr.
The number of Photo Copying has gone up?   The Clerk stated when you have departments that work that is to be expected.
25 Main Street- date for this lot to be cleaned up 10/02/2015. It is expected that the attorneys will settle this will the land owner Sandra Bolton.  A fine will still be assessed.  Otherwise the court date will be 11/16/2015.
Althena Carrier dogs- 730 Hollis Road. An updated letter is expected from both the CEO & ACO.
No dogs were barking at that premises.  New Laws take effect on October 15th in which anyone fostering a dog must have a shelter license from the State of Maine.

Public Hearing will be held on 10/7/2015 – Salmon Falls Country Club liquor license.  The new owner, Steve Armstrong has been issued a temporary liquor license for 60 days.
Bulky Days- who is working?

Phone & Internet problems are ongoing daily at Town Hall & Recreation buildings- A discussion was held about the daily interruptions to phone and internet access.  The discussion was to look into going back to OTT hard lines. The new phones are just not working. What is the cost involved. Who is going to address the internet issue? It is very difficult to work without internet access.
Town employees do not have access to their emails from home.
