MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING AND PUBLIC HEARING FOR PROPOSED FINANCE COMMITTEE ORDINANCE CHANGES

Wednesday, September 4, 2019 7:00PM at the Hollis Community Building

Attendees: David Mc Cubrey, Rita Perron, Martha Huff, Don Marean, Bennet Flinner, Kevin Roche, Vanessa Berry, Rita Anderson, Beverly Harris, David Durrell. Margarite Palumbo.

Absent: John Rogala, Select Board

1. Meeting called to order by McCubrey at 7:00pm

2. Two bids for the Tax Acquired Property Auction were opened and announced: 1. $1.00 bid (cash)for Map 24, Lot 21-T, a mobile home at 72 Nichols Ln, made by James Unsworth of Unsworth Properties, Vermont.   2. $10,100 bid for Map 4 Lot 64-7 on Wakefield Road, made by John Wescott of Hollis, Maine. Provided deposit of $5,000.  Bids were accepted by the Select Board. The Town will contact the buyers regarding their winning bids.

3. On the motion of McCubrey and Perron, the board suspended the Select Board meeting and opened the Public Hearing for the proposed Finance Committee Ordinance Changes. Passed 2-0-1 (Rogala absent).

4. McCubrey presented proposed changes to be made to the ordinance. Martha Huff asked in section 7 “waivers and amendments” why the Select Board can waive the ordinance and didn’t see the point in that. She suggested it be looked at for the next Town Meeting.  McCubrey agreed.  There were no other public comments.  On the motion of Perron and McCubrey, the board closed the Public Hearing for Proposed Finance Committee Ordinance Changes and reconvened the Select Board meeting. Passed 2-0-1 (Rogala absent).

5 Special Guest Presentation: Kevin Roche, General Manager of Ecomaine and Vanessa Berry, Ecomaine Environmental Educator.  Mr. Roche provided their missions statement and current outreach programs used with communities to retain success in recycling, proper trash handling and food waste recovery. Ecomaine is owned by 73 member communities in all.

6. Old Business

     a. November Warrant:  On the motion of McCubrey and Perron, the board accepted and signed the warrant for the November Special Town Meeting to be held on November 5, 2019. Passed 2-0-1 (Rogala absent).

9. New Business

     a. Policy Amendment #18 Pets on Town Owned Property: On the motion of Perron and McCubrey, the board accepted and signed amended Town Policy #18. Passed 2-0-1 (Rogala absent).

     b. August Finance Report – presented by Rita Perron. $591,930 was spent in total for all depts.

     c. Warrant and Payroll Totals – Warrant last week: $16,009, Warrant this week: $30,711; Payroll last week: $24,981, Payroll this week: $12,045.

     d. Purchase Orders: #3877 for RMDL to replace the culvert at 20 Swanton Drive for no more than $3,800.00 under Highway acct;  #3876 for RMDL to clean shoulders and ditch sections of Deerwander Road for no more than $5,000 under Highway acct.

     e. Correspondence:  Mainers can dispose of unusable and waste pesticides in Presque Isle, Jonesboro, Augusta and Portland. Pre-registration required by Monday, October 7, 2019. To register call 207-287-2731 or visit the Board of Pesticides Control website at www.thinkfirstspraylast.org.

10. Other Business

     a. Reminder: There are two vacancies on the Planning Board. Please contact Bennet Flinner for more information or to apply at 207-929-8552 ext. 26.

     b. Reminder: more members are needed for Hollis Sports Complex Committee and Community Day Committee. Please contact Debbie Tefft for more information at 207-929-5142.
