MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, Sept. 5, 2018 7:00PM at the Community Building

Attendees: Dave McCubrey, Select Board Chair; Rita Perron, Select Board; Bennet Flinner, Admin. Asst.; Shane Kelly, Sebago Technics; York County Sherriff Bill King; Zachary Fancy, Maine State Trooper; Jeanne and David Gray, Bev Harris, Rita Anderson, Vera Littlefield, Frank Carroll, Loren Blair, John Sheahan, Wayne Trombley, Jack Rogala, Len Van Gaasbeek

1. Meeting called to order by McCubrey at 7:00PM

2. Old Business

    a.  Opening of Bids for RFP Rehabilitation of Road Portions:  Three bids received and read by the Select Board:  Shaw Brothers - Total bid: $1,605,929.85; Pike Industries - Total bid: $1,548,730.40; FR Carroll - Total bid: $1,341,931.50. Bids were handed to Shane Kelly of Sebago Technics for review and recommendations.  

    b.  Discharging of guns in the Town of Hollis: Recently complaints from residents regarding loud and repeated gun fire in residential areas. Residents are using back yards for firing practice of their weapons. Detailed descriptions of complaints were presented by residents Jeanne and David Gray, which were reported to the State Police and the Town of Hollis. The target their neighbor is using is metal and causes very loud noises when using automatic weapons. The neighbor discharges these weapons for hours at a time on the weekends. Several visits to the neighbors have not resolved the issue for the Grays.  This particular neighbor is also shooting in the direction of a building. Because of this, State Trooper Zachary Fancy will contact the Attorney General's office for further clarification of the law and obtain some advice regarding a possible ordinance for the Town. Trooper Fancy also indicated that there may be a time/night statute that has limits on how late shooting can occur.  Sherriff King suggested getting the Warden Service involved and obtain a site visit to ensure safety of the site.  Sherriff King and Trooper Fancy will work together to remediate the issue and keep the board updated.

    c.  New Town Complex update from John Sheahan, Committee Chair: John reports that they have received 2 proposals for planning a new Town complex from WBRC in Bangor and North Star Planning. Last night he Committee moved to accept 2 elements of WBRC's proposal, including task 1 and 2b: 1. Visioning sessions to ask residents of Hollis what they want, a "strategic visioning task"  2b. Site analysis - specifically on the prospect site at Routes 34 and 117. Cost for completion of these two tasks is $50,000. A letter was presented to the Select Board requesting these two tasks be completed with WBRC and $50,000 paid with TIF funds.

On the motion of Perron and McCubrey, the board accepted and signed the letter presented by the NTCC requesting $50,000 for the completion of WBRC consulting tasks 1 and 2b. Passed 2-0.

    d.  Town Hall Updates:  McCubrey reports that the Town Hall structural repair is complete and had chimney fixed as well.

    e.  Roads Update: McCubrey reports that Salmon Falls Road is a priority to get rebuilt before the end of the year. Consolidated is complete with removing utilities on Sand Pond Road.

3. New Business

    a. Policy #21 Amended: On the motion of McCubrey and Perron, the board approved amended Policy #21 regarding purchase order limit, it was decreased to $750.00.  Passed 2-0.

    b. Appointments:  On the motion of McCubrey and Perron, the board approved the appointment of Amy Farwell to the Conservation Commission. Passed 2-0

    c. Weekly Warrant and Payroll: Warrant last week - $113,032, Warrant this week - $29,678; Payroll last week - $17,709, Payroll this week - $22,496.

    d. Purchase Orders: #3715 to MSAD 6 Bonny Eagle Transportation Dept for Summer Rec Program/Parks and Rec. Not to exceed $3,088.65; #3711 to Pirates of the Dark Rose for services at Hollis Pirate Fest/Parks and Rec. Not to exceed $1,500.00; #1460 to Camp Sunshine for Monster Fire Truck appearance at Hollis Pirate Fest/Parks and Rec. Not to exceed $500.00; #3709 to Coastal T-shirts, Inc. for Pirate Fest T-shirts/Parks and Rec Not to exceed $1,098.00

    e. Correspondence: None

4.  Other Business  

     a. Public Hearings on September 19th and October 17th, 2018 for the Warrant of Special Town Meeting on November 6, 2018.

     b. Reminder:  Select Board Vacancy (nomination papers due Sept. 7) and Planning Board Vacancy and Alternate
