MINUTES FOR TELEVISED & ZOOM SELECT BOARD MEETING – Wed, Jan. 19, 2022, 7:00PM

Attendees: Select Board members - David McCubrey, John Rogala, Mary Hoffman; Town Clerk Martha Huff, CEO Tammy Munson, Select Board Office Asst Bennet Flinner, Camera Operator Ken Knudsen, Broadcasting Technician Tiffany Dean.

1.         Meeting called to order by McCubrey at 7:00PM

2.         Mowing & Landscaping Bids:  Opened by Select Board and annouced as:  Dean LePage, Limerick. Taylor and Sons, Buxton; Property Care and Preservation, Hollis.  All bids appear to be complete. David will compile the bids for comparison and Select Board will notify bidders of their decision.

4.         New Business

            a.   Junkyard Permit renewal 2022 – Trident Auto Sales, 550 Hollis Road. CEO Tammy Munson reports she has not received any complaints regarding this property, recommends renewal. On the motion of Hoffman and McCubrey, Select Board approved the renewal of Trident Auto Sales junkyard permit for 2022. Passed 3-0.

            b.   Unlicensed Automobile Graveyard/Junkyard and Dangerous/Nuisance Building Violations: 

• 137 Plains Road –  CEO Munson reports that the property is an unlicensed junkyard. Notices of violation have been sent, complaints reported by neighboring property owners and she asks the board to pursue legal action. On the motion of of Hoffman and McCubrey, the Select Board will take legal action regarding unlicensed junkyard violations of 137 Plains Road. Passed 3-0.

• 34 Clarks Mill Road – CEO Munson reports that the property contains an unsafe trailer that was hauled from a neighboring property onto this one, violation falls under dangerous building ordinance and asks the board to purse hearing and next course of action. On the motion of Hoffman and McCubrey, the Select Board scheduled public hearing for legal determination of violation for a dangerous building. (Hearing will be held on Feb. 16, 2022 7pm.) Passed 3-0.

            c.   Payroll and Warrant Totals: Payroll last week $38,193, Payroll this week $12,841; Warrant last week $460,471, Warrant this week $149,624.

            d.   Purchase Orders: #4073 to BANA for installation of network cabling in town hall and inspection and repair of outlet in the assessor's office under maintenance not to exceed $3000.

            e.   Correspondence:

• Agenda for Jan. 26, 2022 Planning Board Meeting – Site visit and public hearings for Brookfield Hydro

• A reminder to sign up for the EMS Plan for 2022. Forms are available on our website or at Town Hall. Any questions please call Bennet at 929-8552 ext. 26.

• York County Community Action’s Energy Services program is still taking applications for the 2022 heating season. The Home Energy Assistance Program -assists qualified homeowners and renters pay for their heating and energy costs. Be Safe. Be Warm. To apply call 207-459-2950.

A reminder that Dog Licenses are now due. Licenses can be processed at Town Hall during business hours or call the Town Clerk for more information.

5.         Other Business:

• Mailbox Presentation - Contact David McCubrey for more information or stop into Town Hall for print out of US post office and Maine DOT mailbox regulations and specifications.

• COVID test kits available from the government - order them online at covidtests.gov.

• Gas Monitors: Per CEO gas monitors are required for businesses that contain propane and natural gas appliances/heaters. This is not yet required for residences. Please contact CEO Tammy Munson for any questions.

• Salt & Sand Pile: Select Board reminds residents that the sand pile is for convenience and not to sand 1/4 mile driveways,long private roads or for commerical uses. We are concerned about running out of sand due to the icy weather we've had this year. The board will consider putting out only sand and not a sand/salt mix.

6.         Upcoming Committee and Board Meetings

  • There will be a Conservation Commission meeting on Thurs. Jan. 20th at 5:30pm.
  • There will be a Finance Committee meeting on Tuesday, Jan. 25th at 6:00pm.
  • There will be a Planning Board Site Visit at 4pm at 423 Bonny Eagle Rd.
  • There will be a Planning Board Public Hearing on Wed. Jan. 26th at 7:00pm.
  • There will be a Safety Committee Meeting on Thursday Jan. 27th at 11:15 am.
  • There will be a Select Board meeting on Wed. Feb. 2nd at 7:00pm.

7.         Public Comment: Town Clerk Martha Huff reminds residents that if they sign a petition they must use their legal name, no nicknames, in order for that signature to count. If any resident is interested in working the polls this June, please call Martha at 929-8552 x18.

8.         On the motion of Rogala and Hoffman, the Select Board adjourned the meeting at 7:47pm. Passed 3-0.
