MINUTES FOR SELECT BOARD MEETING & PUBLIC HEARING

Wednesday, February 21, 2024 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, Roger Hicks, Jack Rogala (via Zoom); Guests from Poland Spring-Blue Triton: Heather Printup (Public relations), Cameron Lorraine(regional manager) Tom Erico (engineer); Public - Lindsay Holden, Terry Walters, Rita Anderson and Chuck Currin (via Zoom).

1.   Call to Order - Meeting called to order at 7pm by Hoffman.

2.   Hoffman and Rogala made a motion to suspend the Select Board meeting and open Public Hearing for the renewal of an Adult Use Cannabis Store for Lindsay Holden - Pine Tree Maine 2, LLC. Passed 3-0 

Hoffman indicated that there were no outstanding issues with code and fire inspections nor any complaints. There was no public comment.

3.  Hicks and Hoffman made a motion to close the Public Hearing and reconvene Select Board meeting. Passed 3-0.

4.   On the motion of Hicks and Hoffman, the board unanimously approved the renewal of Adult Use Cannabis Store license for Lindsay Holden – Pine Tree Maine 2, LLC. Passed 3-0.

5.   Traffic Study Presentation by Cameron Lorrain from Blue Triton Brands – Poland Spring. The presentation slides are available for public view on the Select Board's webpage hollismaine.org/select-board. It was mentioned that their solar project is still in the works, no construction date set yet.

Public Questions/Concerns:  Trailer trucks using Route 35, the village center. Trucks should be using Route 117 as designated route. Per Tom Erico their traffic engineer they have looked into the current truck routes and identified improvements to have trucks not deviate from routes, the greatest delay for trucks is at the Saco exit 36.   Still many public concerns about speeding in the village area and on Rt 117 by these trucks - Printup and Lorraine both indicated that they want trucks to obey the laws and they will look into having speed feedback signs placed in those areas, which may help to deter that issue. Deb Hilton is still the contact for truck traffic issues at Poland Spring-Blue Triton.

6.   Old Business 

a.  Minutes for 01.17.24, 02.07.24 & 02.09.24 - on the motion of Hicks and Hoffman the Select Board approved all the minutes as written. Passed 3-0

b.  Policies #21 and #63 - amendments. On the motion of Hicks and Hoffman, the Select Board approved the amendments for both policies as written. Passed 3-0.

7.   New Business          

a.  Meeting with Maine DOT on March 6th at 6PM in the Community Building to discuss the Salmon Falls Bridge Project. The regular Select Board  meeting will proceed directly after. Public is welcome to attend.

b. Appointments – Sarah Sorenson, Conservation Commission  

c.  Payroll and Warrant Totals: Warrant last week $527,782, Warrant this week $22,295; Payroll this week $14,691, Payroll last week $14,691.

d.  Purchase Orders:

  • #4323 to Sumerian Irrigation for seasonal service at Sports Complex not to exceed $1,106 under same account;
  • #4343 to IPS for annual purchase of replacement PPE 4 sets pants and coats for Fire Dept not to exceed $13,973.31 under same account.
  • #4355 to DM Plumbing and Heating to replace wall toilet for floor mounted toilet in Community Building under operations and maintenance not to exceed $1,500.
  • #4356 to Matheson Tri Gas Inc for Oxygen 1 large tank and 12 portable for ambulances, not to exceed $924.83 under account for Fire Dept.
  • #4357 to NDS for new desktop PC and MS office software installed not to exceed $1,194 under administration account.
  • #4358 to RMDL for 3 days of shouldering town roads as needed from winter storm damage under highway account not to exceed $10,000.
  • #4359 to Curtis Thaxter for legal fees in abatement for Brookfield White Pine Hydro on to exceed $13,042.38 under legal account.
  • #4360 to NDS for new sonicwall-firewall configuration delivery and installation not to exceed $1,750 under administration account.
