Meeting Minutes for Televised & Zoom Hollis Select Board Meeting

20 April 2022 7 PM in Community Building

1.  Call to Order: Hollis Select Board Meeting called to order at 7:00 PM on the 20th of April by Dave McCubrey, Chairman. Both Mary Hoffman and Jack Rogala were in attendance.

2.  Old Business:

a. Approval of Meeting Minutes for 16th March 2022- both Rogala and Hoffman were in attendance. Rogala made a motion to accept the minutes and Hoffman seconded the motion. Minutes accepted as written. Passed 3-0

Approval of Meeting Minutes for 30 March 2022- both Rogala and Hoffman were in attendance. Rogala made a motion to accept the minutes and Hoffman seconded the motion. Minutes accepted as written. Passed 3-0

Approved of Meeting Minutes for 6 April 2022- all three Select Board members were in attendance. Rogala made a motion to accept the minutes and Hoffman seconded the motion. Minutes were accepted as written. Passed 3-0

b. Update on Community Garden- Update that Leah is planning to go forward. Both Mr. Alderette and Mr. Yaruminan have made themselves available to consult.

c. Finance Committee Member still needed.

d. Reminder about Community Day Funding and Volunteers needed for the 13th of August 2022. Please consider helping us to fund the event and be able to have volunteers to help.

3. New Business:

a. Review of Stephen Pleau’s request for an Adult Use Marijuana Store. The store is located at 32 Hollis Road Tax Map #2, Tax Lot# 88-1. Review by Tammy Munson- Code Enforcement Officer- that the store has met the conditions required by the Planning Board and once the Select Board approves the Local Authorization Form for licensing, she will be completing the Certificate of Occupancy.

Hoffman made a motion to approve the request by Stephen Pleau for an Adult Use Marijuana Store. Rogala seconded the motion. Approval passed unanimously.

b. Review of Alain Carrier’s request for a Medical Marijuana Store and a Medical Cultivation Facility Tier 4. The store and cultivation facility are located at 62 Hollis Road Map #3, Lot # 11. Review by Tammy Munson- Code Enforcement Officer- that the property is finishing the conditions required by the Planning Board and once the Select Board approves the request, she will be completing the Certificate of Occupancy. Hoffman made a motion to approve the request by Alain Carrier for a Medical Marijuana Store and a Medical Cultivation Facility Tier 4. Rogala seconded the motion. Approval passed unanimously.

e. Correspondence-  Resignation of the Code Enforcement Officer:

McCubrey announced that Tammy Munson has resigned and will be with us for a few more weeks. He thanked her for the time that she has devoted to the Town, wishes her the best and hopes that the grass if greener where she is going.  He stated that there are ads going out to MMA and to the Waterboro Reporter. That if anyone is interested in the position to please inquire at the Town Office.

We have not received an agenda from the Planning Board for the 27th of April.

5.  Upcoming Committees and Board Meetings

            Hollis Planning Board Meeting at 7 PM on April 27th at 7 PM

            Hollis Select Board Meeting and Public Hearing on the MSAD 6 will be at 7 PM on May 4th with Bill Brockman- Business Manager and Paul Penna-      School Superintendent at 7:30 PM to discuss MSAD 6 School Budget

            Hollis Select Board will be reviewing the Town Warrant and Ordinances on  May 18th at 7 PM

6.  Executive Session- None 

7.  Public Comment- Martha Huff attended to update on issues identified under other business on the agenda. Li-Heap ended on the 15th of April. Not aware that date has been extended. Martha wanted to thank Tiffany Dean for all her assistance with the webpage. Information about the election is gradually being added so keep your eye on new additions.

Election Update:

            Absentee Ballots: Call the Town Clerk at (207) 929-8552 Ext. 18.   Go to the Maine.gov link which is on our website to request. That request is sent to Martha to complete and send the absentee ballot.  Come in and sign for your absentee ballot to be sent.

            May 4th is our meeting to review the MSAD6 Budget.

            May 26th is the in person vote at the school for the MSAD 6 Budget Article by Article

            Local contests there are only one individual for all of the positions.

            School Board election- there are some contested elections. Voters are allowed to vote for one or two individuals as noted in the numbers needed for each Town. Not just for Hollis but for all towns within the district. There is information available on FaceBook on the contestants. As Dave reminds    everyone, you should know who you are voting for. Facebook is MSAD 6  Candidates 2022.

            If you are getting absentee ballots, your MSAD 6 budget ballot will be included. You cannot vote on it until the in-person meeting is completed on           May 26th. If you vote earlier than that, your ballot will not count. It is just a vote on the budget referendum and is only a yes or no vote.

            If you are a member of either the Democratic, Republican, or Green Independent Party, you will get a ballot for that party. If you are a  Independent you will not receive a ballot for a party. You can declare yourself that day and receive a ballot. But if you want to chance parties, there is a time limit in when you have to do so.  Any confusion or question, please contact our Town Clerk at (207) 929- 8552   Ext. 18.

Dog Licenses:

A Loved Dog is a Licensed Dog.

Jack Rogala reminded people that we are looking for volunteers to the Hollis Community Day. It is a time for family and friends to get together. But individuals need to step up to the plate and help out with the event.

Jack Rogala mentioned that the pond has been stocked with brookies. Individuals 16 and younger can fish. Limit is two. But they are catching them and they are beautiful.

8.  Adjournment:   Rogala made a motion to adjourn with Hoffman seconding the motion. Motion was passed unanimously 3-0.
