MINUTES FOR TELEVISED & ZOOM HOLLIS SELECT BOARD MEETING AND PUBLIC HEARING

Wednesday- 18 May 2022 - 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Jack Rogala, Mary Hoffman, Madison Moody and family, Bennet Flinner, Christopher Young, Crystal Berry, Becky Bowley, Diane Meserve, Dawn Lundeen, Kathy Harriman (zoom). 

1.  Meeting called to order by McCubrey at 7pm.

2.  Hollis Spirit of America Award 2022 presented to Madison Moody, Asst. Director for Parks and Rec.

3.  On the motion of Hoffman and Rogala, Select Board Meeting was suspended and  Public Hearing for Annual Town Meeting Secret Ballot Warrant Articles was opened at 7:08pm. Passed 3-0.

4.  On the motion of Hoffman and Rogala, the Public Hearing for Annual Town Meeting Secret Ballot Warrant Articles closed and Select Board meeting reopened at 7:10pm to allow Chief Young complete his presentation. Passed 3-0.

5.   Fire and EMS Quarterly Report – Chief Young

6. On the motion of Hoffman and Rogala, Select Board Meeting was suspended and  Public Hearing for Annual Town Meeting Secret Ballot Warrant Articles was opened at 7:21pm. Passed 3-0.

McCubrey read articles 1,2,3.  Huff made a point that if any budget isn't passed the prior budget is not the default. It would have to be held at another meeting and voted on. McCubrey suggested that the Finance Committee schedule a meeting at the annual meetings in case of this occuring in the future.

McCubrey read articles 4,5,6,7,8,9,10,11,12.

Hoffman read articles 13,14,15,16,17,18,19,20,21,22,23,24,25,26,27,28,29.

Chief Young commented that he is in support of articles 28 and 29.  The retirement options for Town employees have been in the works for years and he is glad to see it on the warrrant. He feels it is immportant that retirement programs are offered to employeees to retain them.

Hoffman read articles 30,31,32,33,34,35.  McCubrey read articles 36,37,38,39,40

On the motion of Hoffman and Rogala, the Public Hearing for Annual Town Meeting Secret Ballot Warrant Articles closed and Select Board meeting reopened at 8:08pm. Passed 3-0.

7. Old Business

            a.  On the motion of Hoffman and Rogala, Minutes for April 6, 2022 were approved. Passed 3-0.

            b.  Reminder that Finance Committee and Planning Board Members are needed.

            c.  Community Day Volunteers are needed for August 13, 2022. Please contact Deb Tefft or Mary Hoffman if interested.        

8.   New Business

            a.  Payroll and Warrant Totals:  Warrant last week $127,825, Warrant this week $95,836; Payroll last week $15,685, Payroll this week $32,495.

            b.  Purchase Orders:

  • #4121 to Curtis Thaxter for legal assistance with 2021 Brookfield assessment not to exceed $5,000.
  • #4116 to Central Maine Pyrotechnics for Fireworks display on Community Day not to exceed $3,500.
  • #4113 to Rolling Video Games and VRcade for Community Day package not to exceed $1,125.
  • #4107 to Sharper Events for Tents, Obstacle Course, Cotton Candy machine, High peak tent rentals for Community Day, not to exceed $6,377.52.
  • #4115 to Maine Label and Printing for Printing of annual Town Report not to exceed $2,500.

            c.  Correspondence: Senior Wellness Expo, Community Cafe

9.    Other Business: 

Request for Bids: Paving Town Roads - Ad and bidding info is on our website.  Snow and Ice Contract bid requests will be sent out next month after budget is passed.  

10.   Upcoming Committee and Board Meetings

  • Hollis Select Board Meeting at 7 PM on Wednesday, June 1, 2022
  • FYI: Interviews for CEO position will be held this Thursday, May 19th at Town Hall
  • FYI: Select Board members will be meeting with Custom Concepts on May 26th at Town Hall
  • MSAD 6 Voting for budget at the High school at 6pm on May 26, 2022. Must be present to vote.

11.    Public Comment:  Martha Huff reminder that absentee ballots are available at Town Hall until June 10th.

12.    On the motion of Rogala and Hoffman, Select Board adjourned at 8:25pm. Passed 3-0.
