MINUTES FOR SELECT BOARD MEETING, SPECIAL TOWN MEETING & PUBLIC HEARING 

Wednesday, Oct. 5, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, John Rogala, Mary Hoffman; Town Clerk Martha Huff, Parks and Rec Director Debbie Tefft, Chief Chris Young, Deputy Chief Crystal Berry; Select Board Office Asst Bennet Flinner; Camera Operator Ken Knudsen; Broadcast Tech Tiffany Dean; Public members - William Goldschmidt, Jeanne Goldschmidt, Josh Waterhouse, Trevor Emery, Harlan Huff, Julianna Poirier, Becky Bowley, Rita Anderson, Rita Perron, Cocoa Hirschel,  Terry Walters, Doug Dolan.

1.   Meeting called to order by McCubrey at 7PM. 

2.   10/05/22 Special Town Meeting canceled due to administrative oversight in posting by the Town Clerk, therefore legal recommended postponement.  On the motion of McCubrey and Hoffman, Select Board canceled Special Town Meeting and will be rescheduled at a later date. Passed 3-0.

3.   On the motion of Hoffman and McCubrey, the board unanimously suspended the Select Board Meeting and opened the Public Hearing for the review of the General Assistance Maximums for October 1, 2022 - September 31, 2023 and the General Assistance Appendices A-F. Passed 3-0.

4.   On the motion of Hoffman and Rogala, the board unanimously closed the Public Hearing for the review of the General Assistance Maximums for October 1, 2022 - September 31, 2023 and the General Assistance Appendices A-F & reconvened the Select Board Meeting. Passed 3-0.

5.   On the motion of Hoffman and Rogala, the board unanimously adopted the General Assistance Maximums for October 1, 2022 - September 31, 2023 and the General Assistance Appendices A-F. Passed 3-0.

6.   Ambulance TIF purchase – Chief Young; Select Board vote.  Chief Young reports that putting in for the new ambulance now will have it be built in time for when they need replacement as scheduled. The company who builds our ambulances are behind over 12 months. On the motion of Rogala and McCubrey the board unanimously approved $450,000 expenditure out of the TIF account for new ambulance. Passed 3-0.

7.   Old Business:

          a. New ACO for Hollis – Welcome Amber King!

8   New Business

a. Payroll and Warrant Totals: Warrant this week $150,163, Warrant last week $308,654; Payroll this week $13,704, Payroll last week $35,358.

b. Purchase Orders:

  • #4137 to Porier Guideline for line painting on Clarks Mills Road, Wakefield Road, Muddy Brook Rd, $.105 per foot for double lines approx. 20K feet not to exceed $2,100 from paving acct;
  • #4177 to RJoy Services for Comm. Bldg rear entrance work not to exceed $6,000 from maintenance acct;
  • #4176 to Innovative Surface Solutions for 4500 gallons of Magic Minus Zero not to exceed $7,110 from sand acct;
  • #4155 to Coastal TShirts for shirts for Community Day not to exceed $981.50 from comm day acct;
  • #4156 to Coastal TShirts for Summer Rec shirts not to exceed $1,608.20 from rec acct;
  • #4162 to Bonny Eagle Transportation Dept for Summer Rec transport bill not to exceed $3,134.12 from rec acct.

c. Correspondence – To find out if you’re eligible for Heating Assistance, call York County Action Program at 207-459-2950. 

10.   Other Business: 

  • Election Update by Town Clerk - Absentee Ballots are available by request online or at Town Hall. State website Maine.gov has a lot of information and videos on how to register to vote, etc.  You can order ballot at 929-2254 immediate family members only. Polls are on Tuesday, Nov. 8 2022 7AM to 8PM at the Community Building. Ballot Drop-Off Box will be up tomorrow outside Town Hall.
  • McCubrey reports that the Tax Commitment is complete - Tax Rate is set for $15 per $1,000, 83% Sales Ratio. We hope to have tax bills out in the coming weeks.
  • • Bar Mills Dam Recommissioning Meeting – October 26th at 7PM, Buxton Town Hall
  • • Saco River Corridor Commission Meeting – October 26th at 7PM at Dayton Town Hall

11.   Upcoming Committee and Board Meetings

  • • Sports Complex Committee Meeting on Thursday, October 13th at 7PM

12.    Public Comment: Topics covered Paving, Cannabis, Dog Licenses online,Tax stabilization program. Can be viewed in full 35 minutes in at www.srctv.org. 

13.    On the motion of Rogala and Hoffman the board unanimously adjourned the meeting at 8:06pm. Passed 3-0.
