MINUTES FOR SELECT BOARD MEETING

Wednesday, October 18, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, John Rogala; Martha Huff, Town Clerk (Zoom); Select Board Office Assistant Bennet Flinner; Broadcasting members - Tiffany Dean, Ken Knudsen; Public - Harlan Huff, Faith Plummer and Charles Currier.

1.   Meeting called to order at 7:01PM by Hoffman

2.   Old Business           

a. Tax Commitment Update: The tax commitment was completed on Oct. 11th. The mill rate is $14.50 per thousand and are due 11/1/2023 and 5/1/2024. Interest commences on 11/15/2023 and 5/15/2023 at 8% per annum. Tax bills should be mailed out shortly.

b. Tax Stabilization - Residents who applied for the senior tax stabilization, this is a reminder that this is for one (1) only -  it was rescinded in July. They may find their tax bill is lower this year because the mill rate reduced from $15.00 in 2022 to $14.50 in 2023. Please call with any questions.

c.   Minutes for Sept. 20 and Oct. 4. 2023 - On the motion of Hoffman and Rogala the board unanimously approved the minutes for meetings held on Sept. 20th and Oct. 4 2023. Passed 2-0.

3.   New Business          

               a.  Appointments:  On the motion of Hoffman and Rogala the board unanimously appointed the following residents to the Sports Complex Committee: Jennifer Kessy, Josh St. Pierre, Cheryl Joyner. Passed 2-0.

               b.  Policy Amendments: Policy #10 Schedule of Fees, on page 4 - Code Enforcement Fees amended. On the motion of Hoffman and Rogala the board unanimously approved the amendments to Policy #10. Passed 2-0.

               c.  Payroll and Warrant Totals: Warrant last week $1,073,230, Warrant this week $87,768; Payroll last week $13,545, Payroll this week $39,007.

               d.  Purchase Orders:

  • #4308 to RM Earthworks LLC for shed site preparation not to exceed $1,700 split between Parks and Rec and Sports Complex accounts.
  • #4309 to Scarborough Department of Public Works for continued maintenance, annual service and inspections of all FD apparatus not to exceed $10,000 from the Fire Rescue Acct.
  • #4310 to Sprinkler System Inspection for community building sprinkler system test not to exceed $1,200 under the maintenance acct.
  • #4311 to RMDL for replacing 30x15' culvert on dirt section of W Old Alfred Road under highway acct.
  • #4312 to VISA for a 3-compartment sink for community building under maintenance acct not to exceed $2,058.72

 e. Correspondence:  

  • Spirit of America Awards 2023 - Community Clothing Closet (Group Award) & Paula Hodgdon (Individual Award). Ceremony will be held on November 15th at 3:30pm at the York County Government Building in Alfred or via Zoom. Zoom can be attended through their website www.yorkcountymaine.gov and go to “AGENDAS” Congratulations to all the deserved award recipients! 
  • Hollis Rec is hosting an Annual Bonfire and Spooky Walk at the Sports Complex on Friday, Oct. 20th from 5:30-9PM. There will be s'mores, a bonfire (if we can get a fire permit that day), & some pumpkins to carve. If you bring an empty milk jug to decorate, we will provide the lights! There will also be a haunted mile around the walking path (3 laps around...if you dare!?) Fee is $5/person. Hope you can join us!

5.    Upcoming Town Committee and Board Meetings

  • Conservation Commission meeting on Thursday, Oct. 19th at 5:30PM
  • The Hollis Select Board will be meeting in Executive Session pursuant to M.R.S.A. Title 1 §405 (6)(E) in consultation for legal counsel pending abatement requests on Wednesday, Oct. 25, 2023 at 10:00 AM in the Town Hall – Office Trailer.
  • Planning Board Meeting on Wednesday, Oct. 25th at 7PM

6.    Public Comment  - Faith Plummer thanked Bill Goldschmidt for his wonderful work at the touch-a-truck event at Plummer's this past weekend. Rich McKinnon voiced concerns about how his case was handled by the Planning Board installing a retaining wall on his Deer Pond property & it was unfair that his neighbors did work and only had an after the fact permit charged. Select Board suggested speaking to the CEO about complaints.

7.    Adjournment - on the motion of Rogala and Hoffman the board unanimously adjourned the meeting at 7:37PM.
