MINUTES FOR SELECT BOARD MEETING

Wednesday, Oct. 19, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board Members: David McCubrey and Mary Hoffman; Martha Huff, Town Clerk; Bennet Flinner, Select Board Office Assistant; Broadcasting Crew: Tiffany Dean, Ken Knudsen; Public - Jessica Brackett, Nancy Hogan.

Guests: Rachel Martin and Jake Ouelette from AFLAC Insurance.

Absent: Select Board member John Rogala

1.   Meeting called to order by McCubrey at 7PM.

2.   Presentation given by AFLAC by Guests: Rachel Martin & Jake Ouellette, Benefits Advisors. Provided information regarding several supplemental policies offered to municipalities: Accident, Hospital Plan, Short Term Disability, Critical Care and Cancer coverages. Select Board was agreeable in allowing AFLAC to present policies to employees in the near future. 

3.   Old Business 

a. Meeting minutes for Sept. 7 and Sept. 21, 2022 - On the motion of Hoffman and McCubrey the Select Board approved both meeting minutes. Passed 2-0-1 (Rogala absent).

b. Community Building furnace repair $30K request to Finance Committee - On the motion of McCubrey and Hoffman the Select Board is in agreement to request Finance Committee to approve $30K to be transferred from General Fund to replace the furnace and towards repair work in the Community Building. Passed 2-0-1 (Rogala absent).          

4.   New Business

a. Not Real Estate Property Bids on Office Equipment due November 2, 2022. 2 photocopiers and 12 digital desktop phones. Bid info and photos available on the Town’s website under announcements. 

b. Appointments – Donna Hanson and Lee Klarman for Saco River Corridor Commission; Stephen Stark for Planning Board, Amber King for Animal Control Officer; Lila Wilkins for election warden for Nov. 8 2022 election. On the motion of McCubrey and Hoffman, the Select Board approved all appointments 2-0-1 (Rogala absent).

c. Payroll and Warrant Totals: Warrant last week $607,003, Warrant this week $54,476; Payroll last week $12,198, Payroll this week $36,191.

d. Purchase Orders: #4163 to Coastal T-shirts for Soccer Team T-shirts under Parks and Rec acct not to exceed $949.40.

e. Correspondence:  

  • There will be a ceremony to present the 2022 Spirit of America Awards at 149 Jordan Springs Road in Alfred on Wednesday, November 2nd at 3:00PM. Congratulations to Madison Moody of the Conservation Commission, Michael Gorham on the behalf of his father Robert Gorham, and members of the Hollis Library committee Becky Bowley, Doris Luther, Susan Kimball, Angela Mackie and Carla Baade Turner.
  • FREE Rabies Vaccine clinic for Cats and Dogs at the Lyman Town Hall at 11 South Waterboro Road this Saturday, October 22nd from 9AM to Noon. All pets must be leashed or in a secure carrier, and at least 12 weeks old. Please bring previous rabies certificate, if available. For more info call 207-292-2424.
  • Efficiency Maine is offering a $100 Mail-in rebate for Do it Yourself Winter Preparation.  Forms are available on their website www.efficiencymaine.com

5.   Other Business

                   a.  November 8th Election Update – Town Clerk Martha Huff.  Huff reports that they will be processing absentee ballots early on Monday, Nov. 7th. State elections will be held at the Community Building Tuesday, Nov. 8th from 7AM to 8PM. Absentee Ballots are available until Nov 3, after that you must complete an application for special circumstances. Request your ballot by calling 207-929-2254 or online at maine.gov and search "absentee ballots" Absentee Ballots can be returned to the secure ballot box posted outside Town Hall, it is monitored with security cameras.  Residents can register to vote on Election Day in person, proof of ID and mail with Hollis address on it- example light or phone bill.  Sample Ballots are on Town's website for review. 

Dog Licenses are available for 2023 eff. 10/15/22. Per dog license fee is $6 for fixed and $11 not fixed. Must have up to date rabies certificate to license your dog. Member of the public asked about on-line services being offered for dog licenses - will be looked into by Huff. 

6.   Upcoming Committee and Board Meetings

  • Finance Committee meeting on Tuesday, October 25th at 7:00PM.
  • Conservation Commission Meeting on Thursday, October 20th at 5:30PM.
  • Bar Mills Dam Decommissioning Meeting for Buxton and Hollis Residents – October 26th at 7PM at Buxton Town Hall.
  • Saco River Corridor Commission Meeting – October 26th at 7PM at Dayton Town Hall.
  • Select Board Meeting on Wednesday, November 2nd at 7PM.

7.    Executive Session - None

8.    Public Comment: Jessica Brackett asked the Select Board about the status of Rec staffing issue and when it will be on the agenda again. McCubrey and Hoffman indicated that it will be worked on through the Finance Committee.

9.    Adjournment - On the motion of McCubrey and Hoffman, the Select Board adjourned the meeting at 8:00pm.
