MINUTES FOR SELECT BOARD MEETING

Wednesday, November 16, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board Members - David McCubrey, John Rogala; Town Clerk - Martha Huff; Select Board Asst. Bennet Flinner; Broadcast Tech Tiffany Dean; Camera Operator Ken Knudsen; Chair of Christmas Fund Committee - Faith Plummer; Public - Harlan Huff, Terry Walters

1.   Call to Order - Meeting called to order at 7:00PM by McCubrey.

2.   Old Business 

                  a.  Sand Bids: All bids opened and read by John Rogala. Information available at Hollis Town Hall or e-mail adminsecretary@hollisimaine.org.

                  b.  Special Town Meeting originally scheduled for 11.17.22 was canceled due to an administrative oversight. 

                  c.  Election Results and Update – Martha Huff, Town Clerk. Thanked crew and staff for their hard work. Provided results of the State election for Hollis. Results are also available on our website.

3.   New Business

         a.  Animal Control Officer: Position Available - Info on our website.

         b.  Marijuana Issue – Resident Terry Walters. Terry explained that his dog has gotten severely sick several times requiring ER treatment due to marijuana/THC poisoning while walking the local trails. People are discarding marijuana in these areas, which is attractive to dogs as it is very sweet smelling. He wants to bring public awareness to this issue and asked the Select Board to take leadership in addressing this with our marijuana businesses in town. He has not been successful in his efforts in doing so, and has also reached out to the Maine State Office of Cannibis Policy (OCP). This is frustrating for him as the marijuana smokers are using private property, and it is illegal to use these substances. It is also frustrating that the state does not require any warning about this on their consumer labels. McCubrey encouraged Terry to continue to speak to the local businesses and the OCP.

         c.  Payroll and Warrant Totals: Warrant last week $489,552, Warrant this week $70,952; Payroll last week $12,702, Payroll this week $41,094

         d.  Purchase Orders: #4180 to RMDL, Inc. for replacement of culvert at Darbick Terrace, labor and equipment, riprap not to exceed $3,500 under Highway account.

         e.  Correspondence:  

  • Christmas Fund Update – Faith Plummer, Chair of Christmas Fund Committee. Please contact Faith if you could use some help with Christmas gifts this year for your children. Must be a Hollis resident and fill out an application. Call 929-8552 x17. Giving trees will be available for those who want to donate gifts at locations: River Tap and Grill, Hollis Public Library, Your Country Store and Hollis Town Hall.
  • There will be a Rabies Vaccination Clinic on Saturday, December 3, 2022, from 1:00 to 3:00 PM at the Buxton Public Works Garage, 215 Portland Road. $8.00 per vaccination - Cash only! For more information call 207-929-6171.
  • A reminder that the 2023 enrollment for our Emergency Medical Subscription Program is underway! This program provides coverage for ambulance transfer service within the Town of Hollis after your insurance is billed. Fees are very affordable! Applications are available at Town Hall and on our website. For more information call Bennet Flinner at 929-8552 ext.26.
  • A reminder that the Town of Hollis has CLYNK returnable bags at Town Hall to help fundraise our town’s Heat Fund. We appreciate everyone who helps keep Hollis residents warm!
  • A reminder that the Trash & Recycling pick-up on Thanksgiving will be picked up the following Saturday, November 26th.

4.   Other Business

                    a.   A reminder that Town Offices will be closed in observance of the Thanksgiving Holiday next Thursday and Friday. Town offices will not be open “late” next Wednesday, we are open from 9am to 4pm Wednesday, November 23rd, so please plan accordingly.

                    b.  The Town is holding state mandated Harassment and Video Display training for employees and municipal officials on Thursday, November 17th from noon to 2:30pm in the Community Building. Code Enforcement and Select Board offices will be closed during this time.  Online training options are also available for employees.

5.   Upcoming Committee and Board Meetings.

  • Planning Board Site Visit for Saco Road Cluster Subdivision November 30th at 3PM.
  • Conservation Commission meeting on Thursday, November 17th at 5:30pm
  • Select Board meeting on Wednesday, December 7th at 7:00pm
  • Planning Board meeting on Wednesday, December 14th at 7:00pm.

7.    Public Comment:  Bennet Flinner and the Select Board recognized that it is Tiffany Dean's last meeting as a Broadcast Tech for Hollis. She also was a Before Care counselor for Parks and Rec.  Thank you Tiffany for all of your contributions, your technical knowledge and dedication to our Town is appreciated and you will be missed!

8.    Adjournment – Have a Safe & Happy Thanksgiving! On the motion of Rogala and McCubrey, Select Board adjourned the meeting at 7:45pm. Passed 3-0.
