MINUTES FOR SELECT BOARD MEETING

Wednesday, Dec. 7, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board Members - David McCubrey, John Rogala ( Zoom), Mary Hoffman; Town Clerk - Martha Huff; Select Board Asst.- Bennet Flinner; Camera Operator - Ken Knudsen.

1.   Call to Order - Meeting called to order by McCubrey at 7:00pm

2.   Old Business

             a.  ACO position still available. Details are available on our Town’s website.

             b.  Furnace replacement & repairs in Community Bldg. $30K emergency  – Vote. On the motion of McCubrey and Hoffman, the Select Board will utilize $30,000 out of the general fund for emergency repairs in the Community Building. Passed 3-0. (Select Board received prior authorization from the Finance Committee.)

             c.  Meeting Minutes for Oct. 19 and Nov. 2nd 2022. On the motion of Hoffman and McCubrey the Select Board approved meeting minutes for Oct. 19, 2022. Passed 2-1-0 (Rogala absent). On the motion of Hoffman and McCubrey approved meeting minutes for Nov. 2, 2022. Passed 3-0.             

3.   New Business

             a.  Renewal of Liquor License for Salmon Falls Country Club/River Tap and Grill - Per McCubrey, Code Enforcement reports no complaints about these establishments, nor has the Select Board received any. On the motion of McCubrey and Hoffman the Select Board approved the renewal of liquor license. Passed 3-0

             b.  Non-Municipal Budget requests are due Dec. 30th. Applications are available on our website in the Select Board department page or by calling Town Hall 929-8552 ext. 26.

             c.  Holiday Policy #2 for 2023 - On the motion of Hoffman and Rogala the Select Board approved the policy. Passed 3-0.

             d.  Payroll and Warrant Totals: Warrant last week $43,732, Warrant this week $126,140; Payroll last week $35,174, Payroll this week $12,952.

             e.  Purchase Orders:

  • #4159 to Coastal T-shirts for Fall Basketball T-shirts under Parks and Rec acct not to exceed $988.45;
  • #4171 to Scarborough Public Works for continued maintenance on Hollis FD apparatus as needed under FD acct not to exceed $8,000; #4172 to IPS for Rescue 42 stabilization jacks for extrication under FD acct not to exceed $2,360;
  • #4173 to Stryker for Power load, cot and stair chair for new ambulance under TIF acct not to exceed $55,028.84;
  • #4182 to RMDL for 7/8 screened winter sand with delivery at $11.50/yard under sand acct not to exceed $15,000;
  • #4184 to Stryker for service plans for power load, cot and stair chair under TIF acct not to exceed $14,725.

              f.  Correspondence:  

  • A reminder to enroll for the 2023 Emergency Medical Subscription Plan. Applications are available at Town Hall and on our website. For more information, call Bennet Flinner at 929-8552 ext. 26.
  • Another reminder that the Town of Hollis has CLYNK bags at Town Hall to fundraise our Town’s Heat Fund. Thanks for helping keep our residents warm!
  • Dog licenses are now available for 2023. Call the Town Clerk’s office at 929-2254 or stop into Town Hall to license your dog 6 months or older. $6.00 spayed/neutered dog or $11.00 not spayed/neutered. Licenses are due Dec. 31, 2022.
  • Wreaths Across America ceremony to be held Sat. Nov. 17 at 9AM at Meeting House Hill Cemetery, 579 River Road. Public can park in front of Town Barn if needed.

4.   Other Business: Martha Huff, Town Clerk thanked the election staff for doing an impeccable job,especially with the new voter registrations. Also thanked the Fire Dept members for help with parking and traffic control.  Huff reports she has received deadline from the State that all voter history from Nov. election must be entered in their database by January - will have roughly 2500 voters to input.

5.   Upcoming Committee and Board Meetings.

  • The Select Board & Director of Parks and Rec will be conducting interviews from 9:30am to 1:30pm on Thursday, December 8th
  • Sports Complex Committee meeting on Thursday, Dec. 8th at 7pm
  • Planning Board meeting and public hearing on Wednesday, Dec. 14th at 7pm. The Public hearing is regarding an application for a 5-lot cluster subdivision to be located off Saco Road at Map 12 Lot 60K. Public is welcome to attend.
  • Conservation Commission meeting on Thursday, Dec. 15th at 7pm
  • Select Board meeting on Wednesday, Dec. 21st at 7pm
  • All Town offices will be closed for the Christmas holiday on Friday, December 23rd. Offices reopen on Tuesday, December 27th.

8.    Adjournment - On the motion of Rogala and Hoffman the Select Board adjourned the meeting at 7:26pm. Passed 3-0.
